Florida City Brings Banking To Residents With Poor Credit

SARASOTA, FL — One Florida city has teamed up with a local credit union to offer banking services to some residents who might not otherwise qualify for a traditional bank account, car loan or small-business loan.

“We’re not just talking about low-income individuals,” said Rowena Elliott, redevelopment specialist for the city of Sarasota. “They could be seniors as well as those who are on a very, very fixed income.”

The Access to Financial Services program is set to launch Feb. 20 under a partnership between the city of 57,000 and Manatee Community Federal Credit Union, which is certified by the U.S. Treasury to offer specialized credit and financial services to underserved communities.

“We’re focusing on those areas with a high concentration of low-to-moderate income, unbanked and underbanked individuals,” credit union President Sherod Halliburton told Patch.

Halliburton said $600,000 in loan money is available for Sarasota residents to buy reliable used cars or start small businesses that could grow into larger ones.

“Yes, we want to give people access to reliable transportation,” Halliburton said. “Yes, we want to grow their credit score. But there are some people that it’s as simple as, ‘Hey, I need a debit card, and there is not a financial institution that will provide me with that.'”

The city’s Elliott agreed that some city residents have been unable to qualify for a traditional bank account even though they might otherwise be considered middle class based on their earnings.

“They don’t know where to turn,” she said. “The first thing that you hear is, ‘No, you’re denied, you’re not qualified, but there are no programs to help me to get qualified to have better credit.'”

As a result, some people have been forced to take out auto loans with exorbitant interest rates for cars that are not reliable.

“They look pretty on the outside, but the heart of them — they are no good,” she said of the vehicles. “They break down after the first two weeks, and there goes a paycheck. There goes two paychecks.”

Sarasota residents will now be able to take advantage of the Reliable Ride component of the banking program, which is expected to be the largest component.

“Basically with this program, that would help them to get certified used vehicles that are maintenance-free for the most part,” Elliott said. “These accounts that they’ll open, they’ll have their direct deposits. Their car payments will come out every month when their direct deposit goes in.”

The average car loan will be about $12,000. City officials agreed to set aside $60,000 to cover defaults that exceed 10 percent of the total funds available.

“We have analyzed the historical default rates for our high-risk borrowers,” Halliburton said. “We’ve determined that our high-risk borrowers default at roughly a rate of 10 percent of the loan volume.”

As participants make timely car payments, the loans will help them build credit. They’ll hopefully also save money on car maintenance through the included maintenance package.

“They can put their money in the bank, and they don’t have to spend all their money on a car,” Elliott said. “They can spend a portion of their money for a small down payment, which could be $500 up to $1,000, and then walk away with a good used car.”

An open house is planned for 4 to 8 p.m. Feb. 20 so residents can learn more about the program. The event will take place at the Robert L. Taylor Community Complex in Sarasota at 1845 34th St. The city and credit union will also host an all-day car sale March 14 at the same location.

Residents will be able to browse certified, pre-owned vehicles from reputable area car dealers and work with the credit union’s auto adviser to negotiate a deal with a low-cost warranty and manageable monthly payments.

Some of the participants are likely to be those who were hit hard by the 2008 recession and never regained their financial footing.

“There are those people whose lives were challenging before 2008 and lives were challenging after 2008,” Halliburton said. “There are those people whose lives went into a tailspin because of a downturn in the economy. We welcome all of the above.”

Family Frustrated By 'Systemic' Bullying Of Reading Teen

READING, MA — The bullying started in elementary school for Jeremy Bowman. It became “systemic” at Coolidge Middle School, his mother said, following him as he tried to eat lunch, hang out at his locker, or go on social media.

In 2016, Jeremy, then 14, reported the harassment. He told police he was bullied over Snapchat, in text messages, and at school. He recounted being shoved into his locker, made to pick up food off the floor in front of other students, and having his headphones stolen from his locker and his desk.

It was the first of nine police reports the Bowman family would file with the Reading Police Department over two years. It also began a frustrating journey for the Bowman family in their effort to protect Jeremy from bullies, which culminated in him being treated for post-traumatic stress disorder.

After the lunchroom incident, Coolidge Principal Sarah Marchant put a “safety plan” in place under Reading Public Schools’ bullying policy to keep the students involved away from Jeremy. It didn’t help; Jeremy told police one of the students threatened to fight him after being told of the safety plan.

As for the stolen headphones, Marchant said they had been returned and called their disappearance a “joke,” according to the police report.

Jeremy graduated from the middle school that year and sought relief by transferring to Northshore Academy in Beverly. A psychiatrist at Massachusetts General Hospital wrote at the time that his generalized anxiety disorder, which he had struggled with for a decade, had worsened amid the bullying and “ultimately affected his ability to learn and progress socially as would be expected of someone his age.”

A social worker that Jeremy had been seeing for about nine months concurred: “The bullying has caused Jeremy to experience extreme anxiety,” she wrote.

But Jeremy’s problems continued. From October to December 2016, the family filed three more police reports, in which Jeremy reported still being harassed by Reading students over the phone and through Instagram. Police offered to file harassment charges against the teen who sent him threatening Instagram messages, but the Bowmans declined.

The reports indicate that officers twice spoke to the boys who were believed to be involved. One denied involvement and the other was advised not to contact Jeremy again.

In early 2017, the Bowmans told police that a group of four teenagers, including one believed to be involved in a previous incident, harassed their son as he and a friend walked to the Birch Meadow ice rink. One of the boys tried to goad Jeremy into a fight, according to the police report. Jeremy and his friend decided to leave and were heckled as they walked home, he told police.

At this point, Jeremy’s mother, Lisa, emailed Reading schools Superintendent John Doherty, telling him that despite transferring schools, her son still felt unsafe in the Reading community. Doherty wrote back that he spoke with three Reading police officers, including the school resource officer and chief, who would reach out to her with recommendations.

Two more police reports were filed that spring regarding continued phone harassment and cyberbullying. A third report, filed in April 2017, indicated that a teen yelled an obscenity at Jeremy as he jogged with the track team. Bowman said Jeremy felt unsafe to participate in extracurricular activities after that.

The Bowmans remained in contact with Doherty, Reading Memorial High School Assistant Principal Mike McSweeney and the Reading Police Department over the next few months. Doherty told the family he understood their frustration and met with the police department three times about the bullying.

Reading police wrote in one of their reports that they had consulted with the Middlesex District Attorney’s Office but had exhausted all possible resources, including suggesting that Jeremy stay off social media and file a harassment prevention order in court.

Bowman said the family tried to loop in the Reading School Committee but received no response. The School Committee declined to comment for this story.

McSweeney determined that a Snapchat sent to Jeremy that summer referring to a rumor from middle school did not constitute cyberbullying. Bowman said it was the first formal letter the family had received documenting the harassment their son had reported.

“Even if the alleged aggressor was the source of the message in the screenshot, as alleged, the message, which occurred outside of school and on non-school sponsored devices, would constitute the first time he had ever interacted with Jeremy in an inappropriate manner,” McSweeney wrote in his decision. “And, as Jeremy and the alleged aggressor do not attend school together at this time, the message would not rise to the level of bullying or create a hostile environment at school for Jeremy.”

The school district upheld McSweeney’s decision on appeal.

In November 2017, Jeremy told police he was walking by Castine Field with a friend when a group of teenagers from Reading and Wakefield circled and bumped them in an effort to intimidate them. Police spoke to the teenagers believed to have been involved and informed the Wakefield Police Department about the report.

Reading Memorial High School opened another bullying investigation and met with the students named in the police report. Emails between Lisa Bowman and McSweeney show the assistant principal sent questions to her because Jeremy’s psychiatrist advised that it could be traumatic for him to be interviewed by school officials.

After answering the questions about the investigation, Lisa received no response.

She told Patch she felt as if the family had been left to fend for themselves. The bullying forced Jeremy to transfer again in 10th grade to a private school in Rhode Island, and the family bought a second house in that state from which to commute. They’ve spent thousands of dollars on therapy, advocates and attorneys, Bowman said.

In effect, she said, the family has been told, “You’re on your own.”

She said the family is seeking the help of the district attorney’s office, which could not confirm whether an investigation is open. No criminal charges have been filed.

Doherty shared Reading’s latest anti-bullying policy with Patch. He declined to comment on Jeremy’s case, citing privacy issues.

The policy, developed in 2018, is worded as follows:

“Bullying” is the repeated use by one or more students or by a member of a school staff including, but not limited to, an educator, administrator, school nurse, cafeteria worker, custodian, bus driver, athletic coach, advisor to an extracurricular activity or paraprofessional of a written, verbal, or electronic expression, or a physical act or gesture, or any combination thereof, directed at a target that:

– causes physical or emotional harm to the target or damage to the target’s property;

-places the target in reasonable fear of harm to him/herself, or of damage to his/her property;

– creates a hostile environment at school for the target;

– infringes on the rights of the target at school; or

– materially and substantially disrupts the education process or the orderly operation of a school.

“Cyber-bullying” means bullying through the use of technology or any electronic communication, which shall include, but shall not be limited to, any transfer of signs, signals, writing, images, sounds, data or intelligence of any nature transmitted in whole or in part by a: wire, radio, electromagnetic, photo-electronic or photo-optical system, including, but not limited to, electronic mail, internet communications, instant messages or facsimile communications.

An investigation into a report of bullying must be completed within 15 days, the policy says. During that time, the administration is to interview students, staff and any witnesses to the reported bullying. An investigation may be extended beyond 15 days to allow for availability and cooperation of witnesses, the complexity of the investigation, school vacation periods and the involvement of law enforcement.

Failure to cooperate with an investigation can result in disciplinary action, according to the policy. Administrators are to determine an appropriate punishment for the bully if evidence is substantiated and take steps to ensure the safety of the victim at school. This can include increasing adult supervision where bullying has been known to occur and developing a safety plan.

The district holds annual staff training on recognizing and preventing bullying, as well as anti-bullying curricula tailored to specific grade levels. It also offers parent education programs and notifies families about current bullying prevention curricula.

“I want to assure the members of the Reading community that we respond comprehensively and appropriately each time a complaint is brought to our attention,” Doherty said.

Doherty told Patch the district takes bullying investigations “very seriously.” If an incident happens in school or there is a connection back to the schools — what the district refers to as a “nexus” — the Reading Public Schools has jurisdiction. If the aggressor is not a student or the bullying happens outside of the school day or off school grounds, the district has limited jurisdiction, Doherty said.

Lisa Bowman feels the policy has “no teeth” in it.

“I would’ve wanted to see them put a stop to it and these kids would suffer the consequences,” she told Patch. “Obviously, they weren’t, because it kept going from one kid to the next, systemically.”

She said she was frustrated administrators did not determine that Jeremy had been bullied.

“If you have top-level people who are not calling it bullying, how is anyone going to take it seriously?” Bowman said.

Ross Ellis, founder and CEO of the nonprofit STOMP Out Bullying, described the Massachusetts anti-bullying law as “brilliant.” The law, passed under Gov. Deval Patrick in 2009, defines bullying, cyberbullying and retaliation and requires districts to create their own policies that establish a process for reporting and investigating bullying, educate students and staff about bullying and provide counseling to both victims and aggressors.

Reading’s policy aligns with the state requirements, but Ellis said enforcement rarely happens at the local level. When it comes to cyberbullying in particular, Ellis feels many districts throw up their hands.

“A lot of schools take the stance that ‘it didn’t happen on our campus so it’s not our problem,'” Ellis said.

Much of the bullying Jeremy experienced is not uncommon, Ellis said. She described Snapchat as a “playground” for bullying activity and recalled a case in which a teen received 35 different texts in five minutes, changed the phone number and still got harassed.

Kids can be very persistent, so “it’s up to the school to enforce it,” Ellis said. “I’m so disappointed with many schools across the country because they do not enforce it, so what protections do our kids have?”

Outside of the Reading school district, local law enforcement had certain limitations under the state’s harassment law. A victim of bullying may obtain a harassment prevention order if someone has committed three or more acts determined to be willful and malicious; if the acts were aimed at the victim; and if the acts caused the victim fear, intimidation, abuse or damage to property or were done with that intent, according to state law.

Police reports filed by the Bowmans show several incidents involving multiple teenagers, sometimes from other towns. Though police suggested the family try to obtain a harassment prevention order, the reports indicate they could not tie anyone to three separate cases of harassment.

Ellis said “police departments aren’t going to do anything” other than speak to the people involved, which Reading police did on multiple occasions, according to the police reports.

The primary responsibility lies with the school district, but many “don’t want bad press, don’t want to lose funding — so instead of protecting the students, they’re protecting themselves,” Ellis said.

Jeremy is now being treated for post-traumatic stress disorder. A social worker diagnosed him, writing that Jeremy was “severely traumatized during his time spent at Coolidge Middle School and also occurred for a significant amount of time in the Reading community.”

Bowman said she hopes Jeremy’s therapy will get him to a “better place.”

“We hope that no family has to go through this again.”

Ryan added that the U.S. must hold Russia accountable and end what he called “vile attacks on democracy.”

Chaque année, le cancer du sein est responsable de 14 000morts et plus de 30 000 cas apparaissent. 5 à 10 % seraientdus à une prédisposition génétiquemajeure. Les formes héréditaires représententainsi chaque année 1 700 à 3 400 cas de cancers dusein. Parmi elles, les altérations des gènes BRCA1 etBRCA2 sont les plus connus. Mais une équipeaméricaine vient d’identifier six nouveauxgènes de sensibilité. Cette découverteintervient grâce à dix ans de recherche surl’une des maladies infantiles les moins connues au monde,l’anémie de Fanconi.
Cette maladie est causée par la mutation sur l’un dessix gènes (A, c, D2, E, F et G). Ces dernièresannées, les chercheurs ont montré que face àune lésion de l’ADN, 5 de ces gèness’activent et stimulent le 6e. Ce dernier commande ensuite laproduction d’une protéine, dont le rôle est deréparer les dommages. Si l’un de ces gènes estdéfectueux, la séquenced’événements est rompue et la réparationde l’ADN est bloquée. Un peu comme un coup de billardartistique où chaque boule doit percuter la suivante avec lebon angle et la bonne vitesse, chaque gène doit êtreactivé selon la bonne séquence.
Les chercheurs ont constaté avec surprise que laprotéine réparatrice en question étaittrès proche de la protéine produite par legène BRCA1.
Tester les mutations sur ces six nouveaux gènes en plus decelles sur BRCA1 et BRCA2 pourrait bientôt devenir uneétape routinière de l’évaluation durisque génétique de cancer du sein, voire aider audéveloppement de nouveaux médicaments.
Rappelons enfin que de telles prédispositionsn’entraînent pas systématiquement la survenued’un cancer, mais elles en augmentent le risque. Toutes lesprédispositions génétiques n’ontcependant pas été identifiées.

Nouveau régime de remboursement pour les visites à domicile

A compter du 1er octobre, les visites à domicile laissentplace aux consultations à domicile. Mais il ne s’agitpas uniquement d’un changement de terminologie. Elles serontfacturées 20 €uros auxquels s’ajouteront 10€uros pour frais de déplacement.
Le remboursement intégral du patient n’est plusautomatique. Il n’interviendra que si les consultations sontjugées “médicalement justifiées“. Lescritères de cette justification incluent les patients :
– Atteints d’une incapacité concernant la locomotion;
– Atteints d’un état de dépendance psychiqueavec incapacité de communiquer ;
– Atteints d’un état sénile ;
– Atteints d’une altération majeure del’état général ;
– En soins palliatifs ;
– En état grabataire ou en périodepostopératoire immédiate contre-indiquant ledéplacement.
Pour les patients vivant dans des zones géographiquesà l’offre de soins de proximité insuffisante, leremboursement intégral dépendra aussi de l’âgedu patient et de la composition de la famille lorsqu’elle a uneincidence sur la capacité à se déplacer aucabinet du médecin. En ces termes aux charmesadministratifs, on entend par exemple une femme ayant plusieursenfants en bas âge et personne pour les garder.
Cette réforme vise à réduire le nombre devisites à domicile jugé abusif en France, oùil représente un acte sur quatre pratiqué par unmédecin généraliste.

SRAS : des recommandations de plus en plus strictes

Le 23 avril 2003, l’Organisation Mondiale de la Santérecommande désormais à titre de précaution,à toutes les personnes prévoyant de se rendre dansles régions de Pékin et dans la province du Shanxi enChine et d’autre part à Toronto au Canada de différertout voyage qui ne soit pas indispensable. Cette recommandationtemporaire s’ajoute à celle qu’elle a déjàpubliée pour la province du Guangdong et Hong Kong(région administrative spéciale de Chine).
Si la décision concernant la Chine apparaît logique auvue des données qui parviennent petit à petità l’OMS, celle concernant Toronto est surprenante. Selonl’organisation internationale, la flambéeépidémique dans cette région continue decroître et touche maintenant des personnes n’appartenant pasaux groupes à risque initiaux, à savoir le personnelhospitalier, les familles des malades, les visiteurs et toute autrepersonne en contact rapproché avec un cas. Il semble enoutre qu’un petit nombre de personnes souffrant du SRAS et setrouvant désormais ailleurs dans le monde, ontcontracté l’infection pendant leur séjour àToronto. Sur la base de ces informations, l’OMS a inclus cetteville dans sa recommandation pour les voyages.
Au 22 avril, on avait recensé au total 4 439 cas dans 28pays sur les cinq continents, dont 263 décès. Depuisle début de l’alerte, en France, 374 personnes qui ontprésenté des signes cliniques pouvant évoquerun SRAS au retour d’un voyage d’une zone affectée ou suiteà un contact rapproché avec un cas ontété signalées à l’Institut de veillesanitaire (InVS), 355 cas ont été exclus et 14personnes font actuellement l’objet d’un suivi.
Parmi les 5 cas probables de SRAS en France, un seul restehospitalisé à Tourcoing.

Quoi de neuf sur le front du SRAS ?

Lors de la présentation des dossiersd’actualité, le Directeur Général de lasanté Lucien Abenhaim a fait le point surl’épidémie de SRAS en France et dans le monde.Il a rappelé que les mesures prises en France ont permis deprendre rapidement en charge les patients et d’empêchertoute transmission dans l’hexagone. Au 27 mai 2003, lasituation dans le monde fait état de 8 221 cas et 735décès. Alors que la Chine connaît son plusfaible taux de progression de l’épidémie, laRussie reconnaît le 28 mai son premier malade.
L’Organisation mondiale de la santé (OMS) a levé, le23 mai, sa recommandation de report des voyages non-essentiels surHong-Kong et la province chinoise du Guangdong. Mais elle maintientses recommandations pour Pékin, le Shanxi, Tianjin, laMongolie Intérieure et Taipei. Torontoréapparaît dans la liste des zones touchéesmais pas dans celles des destinations à éviter.
Parallèlement, de nouvelles recherches permettentaujourd’hui d’émettre de nouvelleshypothèses sur l’origine del’épidémie. Des chercheurs del’université de Hong-Kong estiment que le virus du SRAS aété transmis à l’homme par la civette d’Asie.Proche du chat et de la martre, ce petit mammifère esttrès appréciée dans la cuisineméridionale chinoise. Mais la recherche d’anticorpseffectuée chez les négociants de ces animaux laissepenser que le coronavirus émanant de la civette n’estpas celui du SRAS. Des chercheurs anglo-saxons proposent mêmeune théorie alternative publiée dans une lettre auLancet : le virus pourrait venir de l’espace…
Enfin, des scientifiques chinois auraient mis au point un vaccinqu’ils espèrent tester prochainement chezl’animal.

C'est quand même mieux sans la clop'

Dans le cadre du Plan Cancer, l’Institut national deprévention et d’éducation pour la santé(INPES) en partenariat avec M6 poursuit sa campagne cibléesur les jeunes filles. Les programmes courts “C’est quandmême mieux sans la clop’“ abordent sur un ton ludique desthèmes adaptés aux jeunes filles : les risquesimmédiats pour la santé et la beauté, laséduction, la dépendance, l’illusoire sentiment deliberté et d’émancipation, le coûtélevé d’une consommation régulière detabac, etc. Il n’est pas inutile de rappeler que le tabagismeprovoque une perturbation des cycles hormonaux, une baisse de lafertilité, une ménopause plus précoce et uneaugmentation de la décalcification. Cumulé avec lesestrogènes (“pilule“), le tabagisme accroît lesrisques cardiovasculaires, de phlébite, de thrombose età terme d’infarctus. De plus la cigarette n’est unealliée beauté : en diminuant l’arrivée du sanget de l’oxygène, le tabagisme ternit la peau, la jaunit,l’assèche et la vieillit, les cheveux sont plus secs,cassants, l’haleine désagréable, les dents jaunissentet se déchaussent plus facilement, les gencives sontfragilisées, les yeux sont irrités et sujets àconjonctivites.
En agissant au moment de l’entrée dans le tabagisme (entre12 et 16 ans), l’INPES espère enrayer l’augmentation dutabagisme chez les jeunes filles, qui va à l’encontre de latendance globale de baisse chez les 12/25 ans. Destinés enpriorité aux jeunes filles de 12-16 ans, ces messagesévitent totalement l’écueil de la “leçon demorale“ pour mieux toucher une tranche d’âge souventrétive au discours préventif classique. La diffusiondes programmes aura lieu sur M6 du 13 septembre au 11 octobreà 18h50 les jours de la semaine et 20h35 le samedi.
