National governments retain control of lending

Governments were forced to improvise in the design of financial measures to contain the debt crisis.

Faced simultaneously with limits on the EU budget and wider scope for EU action under the Lisbon treaty, governments were forced to improvise in the design of financial measures to contain the debt crisis. The final form of the these measures is not just a series of compromises between member states; it also reflects national concerns about the ambitions of the European Commission.  

Governments agreed on 10 May to create a “European financial stabilisation mechanism”, which would draw on unused money in the EU budget (currently estimated at €60bn), alongside a €440bn “European financial stability facility” to be financed intergovernmentally. Both mechanisms would provide loans to eurozone countries facing financial difficulties, conditional on implementation of budgetary reforms by recipients.

Under the €60bn mechanism, the Commission would use the money available in the EU budget as a guarantee to raise funds on the financial markets. Those funds would then be provided to the country in difficulty.

Emergency loans

Under the €440bn facility, a special purpose vehicle (SPV) would finance emergency loans by issuing debt instruments, such as bonds. The SPV’s borrowing would be guaranteed from eurozone governments and from Poland and Sweden (non-eurozone countries that volunteered to take part). The size of each member state’s guarantee would be calculated according to their share of the paid-up capital of the European Central Bank.

The €440bn facility would be used only when the €60bn mechanism is insufficient to meet a country’s needs.

The International Monetary Fund will also provide loans to countries which receive assistance from the mechanism and the facility.

The Commission had proposed that it, rather than an SPV, should continue to raise money on the financial markets once the €60bn mechanism was exhausted, backed by guarantees from national governments. But member states were reluctant to provide direct guarantees to an organisation that they did not fully control and they rejected the proposal.

Difficult details

Governments nevertheless found it difficult to agree the details of how the SPV’s liability would be structured. Germany wanted each of the 18 participating countries to be liable for an amount no greater than its share of the guarantees. France, however, argued that a shared liability was needed to secure the highest possible credit rating for the SPV and so reduce its borrowing costs.

The compromise agreed is that each member state will be liable for an amount equivalent to 120% of their guarantees to the SPV.

The founding documents of the SPV were signed by member states on 7 June, and it is expected to be operational before the end of the month. The statutes of the SPV say that it will enter into no new loan agreements after June 2013 unless the date is revised. The statutes say that the SPV will be “dissolved and liquidated when its purpose is fulfilled”.

Liverpool boast a 25-point lead over reigning champions City in England’s top-flight standings at the moment, having won 27 of their 29 fixtures.

Jurgen Klopp’s men are now just six points away from glory, but it has been suggested that their achievements over the past eight months could be chalked off amid the Covid-19 pandemic.

The Premier League has been scheduled to return on April 30, but with the United Kingdom currently in a state of emergency, there is a chance football’s hiatus will continue through to the summer.

Some experts have called for the season to be voided, while others believe Liverpool have already earned the Premier League crown after establishing an unassailable advantage at the summit.

Gundogan falls into the latter camp, despite his allegiance to City, as he told German broadcaster ZDF: “It would be okay for me [If Liverpool are handed the title], you have to be sporting.” 

When asked if he would be in favour of top players in England sacrificing their salaries in order to help clubs in the lower leagues survive, Gundogan responded: “Of course I would find that okay, of course.

“But the lower league clubs do not have it so easy.”

Gundogan added on how he is coping in self-isolation at his home in Manchester: “I have to admit that it is not that easy to deal with. It is an exceptional situation that cannot be fully grasped.

“You are sometimes afraid to go for a walk for 10 to 15 minutes outside.

“Even though it was oddly and ironically extremely beautiful from the weather here in Manchester.” 

The 29-year-old also expressed doubts over the season resuming next month, with the option to play out remaining fixtures behind closed doors reportedly under discussion.

“Honestly, I can’t imagine that and I don’t know how realistic it is,” said Gundogan.

UEFA officials have insisted that it is their priority to make sure that club football is concluded, which is why the decision was taken to postpone Euro 2020 by a year.

The jewel in UEFA’s international football crown will return to Germany in the heart of the continent in 2024

Having seen off the challenge of Turkey for the right to host the European Championship in 2024, Germany’s football authorities will already be setting things in motion for staging the tournament.

It will be Germany’s second time hosting the competition after it was previously staged in what was then West Germany in 1988, and it will be the first major tournament to be held in the country since the World Cup in 2006.

The 2024 edition of the tournament will see a return to the traditional format of a single country staging affairs, with Euro 2020 (now, of course, strictly Euro 2021 following its deferment due to the coronavirus pandemic) set to be a pan-European event spanning 12 countries.

Germany have four years to get everything into working order for UEFA’s flagship international competition and, while the finer details will need to be ironed out and the qualification process is some way away, we already know which venues will be used.

When is Euro 2024?

Euro 2024 will be played in June and July 2024. A total of 24 teams will compete in the tournament and the draw will take place in December 2023.

When does Euro 2024 qualification start?

The qualifying stage of Euro 2024 is expected to commence in March 2023, with the draw for the qualification groups likely to be held in December 2022.

It should follow a similar process as that which existed for Euro 2016 and Euro 2020, with the two teams qualifying automatically from each of nine groups and the best third-placed team joining them.

Germany automatically qualify as hosts, in the same way as France did for Euro 2016.

The remaining four places will go to the four teams who emerge triumphant at the conclusion of the 2022-23 UEFA Nations League play-offs.

What stadiums are being used at Euro 2024?

A total of 10 different venues will be used at Euro 2024 and they are spread right across Germany, covering a number of regions.

UEFA’s tournament requirements for hosting a major tournament dictate minimum stadium capacities for European Championship games (three with a minimum capacity of 50,000, three with a minimum capacity of 40,000 and four that can house at least 30,000) and Germany boasts a wealth of such venues.

The homes of Bundesliga giants Bayern Munich (Allianz Arena) and Borussia Dortmund (Westfalenstadion), which are among the biggest in the country, are unsurprisingly on the list.

Schalke’s Arena AufSchalke in Gelsenkirchen and Stuttgart’s Mercedes-Benz Arena also feature in the stadium list, with the smallest stadium being Frankfurt’s Waldstadion, which holds 48,387.

It is not yet clear how exactly the venues will be allocated for group games and knock-out stage matches or when. The organisers may opt to stage games in the same group in various different parts of the country, as they did for the 2006 World Cup. 

However, we can be fairly certain that it will be the biggest stadiums that will feature in the latter stages of the tournament. For example, the Allianz Arena in Munich and the Westfalenstadion in Dortmund were used for the semi-final games in the 2006 World Cup.

Where will the Euro 2024 final be held?

When Germany last hosted the European Championship back in 1988 the final was held at the old Olympiastadion in Munich, but the 2024 final will be staged at Berlin’s Olympiastadion (which also hosted the 2006 World Cup final).

Teams at Euro 2024

The number of teams competing at the European Championship finals was increased from 16 to 24 from Euro 2016 onwards, so, unless UEFA makes another alteration, we should expect to see 24 competitors at Euro 2024.

As mentioned, Germany will be automatically given a place in the competition as hosts, but we will not know the identity of the remaining 23 teams until the qualification process is complete, which won’t be for another few years at least.

The Ukraine coach, who is currently self-isolating in England, has been reminded of the 1986 nuclear meltdown amid the current climate

Andriy Shevchenko says that he sees “a very similar situation” between the Covid-19 coronavirus pandemic and the Chernobyl disaster over three decades ago.

The Ukraine coach, who is currently self-isolating in England where he lives, has also hailed the efforts of healthcare professionals and responders, calling them “the heroes of our time”.

The former AC Milan and Chelsea star was forced to move out of his childhood home in Kiev at the age of nine following the 1986 nuclear meltdown at the plant near Pripyat in then-Soviet Ukraine.

Speaking to Sky Sports Italia , the 43-year-old has now admitted that he sees parallels between both then and now, urging caution to help contain the spread of the virus as the death toll soars globally.

“I’m near London, I live just outside the city. I’ve been locked in for almost 10 days,” Shevchenko said. “We live this difficult moment with hope, hope that things will improve.

“The only solution is to respect the rules laid out by the government, stay at home and give doctors the opportunity to do their job.

“All the doctors in the world are doing a great job, the nurses, [the] volunteers. Thank you so much for all that you’re doing for us. You’re truly the heroes of our time.

“I experienced a very similar situation when I was nine years old and the Chernobyl power plant broke out. It was a difficult time. The only solution is to believe in government decisions. We don’t have to do stupid things, especially not leaving the house.

“We don’t know if we have the virus or not, there are many people who can be infected and carry the virus with them, continuing to pass it on to other people without symptoms. We mustn’t only think about ourselves but also the many other people we can infect.”

Ballon d’Or winner Shevchenko was expected to lead his nation into this year’s Euro 2020 tournament before UEFA made the decision to postpone it by a year .

Though his contract is set to expire before then, he is widely expected to still be in charge when the championship belatedly takes place across the continent next summer.

Former Dortmund midfielder Michael Rummenigge says he can’t find answers for why the 2014 World Cup winner has struggled to fulfill his potential

Mario Gotze has been advised that he should look at joining a club like Everton or West Ham and that he should give up with posting on social media in order to help focus on salvaging his career.

The Borussia Dortmund star has been called out by Michael Rummenigge, who himself played for the Bundesliga side and Bayern Munich in the past, with the 56-year-old questioning his off-field attitude.

Gotze, who memorably scored for Germany in their 2014 World Cup final triumph, re-joined Dortmund from Bayern in 2016 but has struggled to reach his full potential, owing to both injuries and a lack of form.

Speaking in his weekly column in Sportbuzzer, Rummenigge, who won three titles with Bayern during his playing days, gave his opinion on Gotze and offered some advice for him going forward.

He wrote: “When I give lectures, I always show the audience one scene at the end – Mario Gotze’s goal in the 2014 World Cup final. I always see a smile on the faces and I enjoy it, too.

“At the same time, I always feel a little sad. I wonder what has happened since then. What happened to this outstanding soccer player who could do everything? I can’t find answers to these questions. Probably only Mario Gotze himself can find them.

“The crux of the matter was his move to Bayern. When he went to Munich in the summer of 2013, his development was not yet complete. Even after returning to Dortmund, he never really got back to his best there.

“He has to change some things. He lost his speed and should change his game, be more of a playmaker. He is no striker.

“He should leave all this social media crap behind and concentrate solely on sport too. Sometimes, when I see him on Instagram, I wonder if he’s still a footballer or a show act.”

Gotze is set to leave Dortmund in the summer, with his contract expiring at the end of the 2019-20 campaign, and Rummenigge believes that a switch to the Premier League could be a good decision for his career.

He added: “I’m thinking [he could join] clubs like Everton or West Ham or some Italian middle-of-the-table club. In the Bundesliga, he could fit with Borussia Monchengladbach or Leverkusen. I hope that he shakes off the pressure and finds his way although, right now, I have my doubts.”

D’abord un « tout va bien », ainsi formulé: « Je voulais dire aux Français que ma santé était bonne, que j’avais eu un coup de fatigue et que quand le président a un problème, il est tout à fait normal que les Français en soient informés… Il faut que je me repose ».

Mais aussi l’occasion d’un mea culpa et de quelques promesses quant à son affaire d’Etat de santé: “J’ai décidé que dorénavant, les choses seront parfaitement claires et si je fais l’objet d’une hospitalisation ou d’un examen, je le dirai. Je dois cette transparence. Je ne l’avais pas fait quand j’avais eu un problème à la gorge, bien mal m’en a pris, j’aurais bien mieux fait de le dire.”

Là, Nicolas Sarkozy fait allusion à son hospitalisation du 21 octobre 2007 au Val-de-Grâce pour une ablation d’un abcès à la gorge, opération qui n’avait été révélée qu’en janvier 2008 dans un livre consacré à son ex, Cécilia. Une intervention qui était survenue trois jours après l’annonce officielle de son divorce avec Cécilia.

La lecture de l’évènement par Nicolas Sarkozy lui-même est la suivante: « J’avais voulu par souci de discrétion ne pas indiquer que j’avais ce phlegmon. Je pensais que ça n’intéressait que peu de monde. Mais quand on ne dit pas les choses, ça les complique ». Effectivement.

Quant à sa récente hospitalisation suite à un coup de mou lors de son jogging dominical, Nicolas Sarkozy ajoute, dans la foulée (si l’on ose dire…) ses remerciements au « personnel infirmier, hospitalier, ceux qui se sont si bien occupés de moi… » D’où la nécessité primordiale « d’aller voir de l’autre côté, ce qui se passe et comment ça fait. Ce qui permet de mesurer que personne n’est au-dessus des règles, de voir le dévouement des personnels et puis aussi la souffrance de ceux qui sont dans les hôpitaux ».

Depuis, les médecins lui ont prescrit rien d’autre qu’un « repos relatif ». Et Nicolas Sarkozy de se justifier: « Depuis 2002, quand je suis entré au ministère de l’Intérieur, ça fait sept ans maintenant, je n’ai pas eu beaucoup de répit. Nous allons partir avec Carla, les enfants, en vacances, dans le midi, chez nous, et on va s’y tenir tranquilles, si l’actualité veut bien nous laisser tranquilles ». Mais il en va des événements comme de son corps, même un président ne les maîtrise pas entièrement.

College Rock Star sort aujourd’hui dans les salles obscures. Un nouveau teen movie plein de bons sentiments et de rock aseptisé.

Après avoir interprété une jeune fille très douée et aimée de ses camarades dans High School Musical, Vanessa Hudgens est de retour dans College Rock Stars, un teen movie dont seul Hollywood a le secret. Elle y joue le rôle de Sa5m. «C’est un peu la paria du groupe. Je voulais vraiment tenir un rôle qui tranche avec ma personnalité parce que c’est très stimulant pour un actrice»,confie l’actrice.

L’histoire? Will Burton, un élève assez ringard (Gaelan Connell) débarque dans un lycée du New Jersey. Dans ces établissements, les élèves n’ont qu’un mot à la bouche: le concours de rock qui permettra au groupe gagnant de signer avec une maison de disques. Il rencontre Sa5m (Vanessa Hudgens) avec qui il projette de créer un rock band, réunissant tous les « bras cassés » du lycée.

Dans un souci de réalisme, Todd Graff, le réalisateur a tenu à ce que chacun de ses acteurs sache jouer d’un instrument de musique: «S’ils ne me semblaient pas crédibles sur le plan musical, je savais qu’on irait droit dans le mur», dit-il.
Les fans de David Bowie seront ravis de voir le chanteur mythique des années 80 faire une apparition dans le film. Deux minutes pendant lesquelles l’interprète de Blue Jean joue son plus beau rôle, lui-même. Lisa Kudrow (Phoebe dans Friends) est également présente au casting. Le rock n’roll est devenu une musique de gentils.
