AI use set to grow in govt offices nationwide

Artificial intelligence is no longer the purview of scientists or businesses capitalizing on the rapidly emerging technology. Instead, it is giving new wings to a surprising category of users-government officials, who are now actively promoting the technology.

It is precisely this aspect that has kept Chen Haibo, founder and CEO of DeepBlue Technology, a Shanghai-based AI company, occupied in the past year by sharing his understanding of the topic through intensive writings and lectures.

So when his new book Talk About AI to Government Leadership made its debut last week in the Party School of the Central Committee of the Communist Party of China, responses were exceptionally popular.

“The subject has always attracted tons of attention and inquiries,” said Chen, whose firm offers an array of AI-backed services. “You can easily sense the enthusiasm from government and State-owned enterprise representatives of all levels about utilizing this cutting-edge technology.”

China has upheld AI as a key cornerstone to drive the next phase of growth, unleashing a series of policies in the past two years to bolster the sector’s development. The guiding “New Generation AI Development Plan” has set 2030 as the year for accomplishing the global AI lead, with a bevy of milestones to be reached by the end of 2020.

“The pursuit of AI-related knowledge shows their eagerness for strategically emerging industries, and how they want to drive economic growth using technologies in a sustainable manner,” he said.

Chen’s book starts with a historical retrospect on the different impetuses driving growth worldwide, and pinpointed AI as the next engine that will revolutionize industries and power economic transformation. He has taken care to avoid technical jargon and keep the language straightforward and easy to comprehend.

“While internet represents explosion in scale and innovation in business models, the core game changer is so-called ‘hard-core technologies’,” he said. He said the foreseeable abundance of AI-related graduates, the wealth of data, as well as the government’s determination in driving AI initiatives, are conducive to China’s goal of leading the global AI pack.

It is imperative that government officials follow the AI trend, riding the next wave of information technology and swimming with the tide, said Xu Weixin, former vice-president of the school, on the same occasion when the book was unveiled.

To this end, the school held a one-day seminar with a particular focus on how smart cities should be developed with the aid of new technologies like AI and blockchain.

“We need to understand the technology and its law of development, and optimize relevant laws and regulations so as to bolster the healthy development of such emerging technologies,” Xu said.

It is critical for people in leadership positions to understand the relationship between AI and the Fourth Industrial Revolution, the role of the digital economy and how technologies can be integrated into the manufacturing sector, all of which are properly addressed in the book and relevant lectures, said Ni Guangnan, an academician at the Chinese Academy of Engineering.

“And it’s important to share concrete examples and case studies in the application of such technologies, making it the profound and seemingly-distant technology relevant for decision-makers at all levels,” Ni said.

DeepBlue’s Panda Bus fleet is an example of how AI could ensure a safe and smooth public commuting experience. The smart vehicle uses a combination of AI technologies including computer vision, biometrics, autonomous driving and voice recognition to give buses a digital makeover.

“Our deal in Tianjin is the first government procurement of self-driving buses of its kind worldwide,” Chen said. “It shows the boldness and determination of how the government wants to improve people’s livelihood leveraging technological leaps.”

A recent report by global consultancy Accenture pointed out that AI has the potential to add as much as 1.6 percentage points to China’s economic growth rate by 2035.

“Policymakers should prepare the next generation for the AI future … and advocate a code of ethics for AI,” wrote Mark Purdy, managing director Accenture Research and lead author of the report.

Website launched to meet demand for butler service in China

The launch of the website is considered as a brand upgrade of Vage’s high-end housekeeping service, following the publication of Chinese-style Butler, a textbook written by Zhang Ran, founder of Vage early this year.

Paul Pogba will “definitely be a Manchester United player at the end of the season”, says Clayton Blackmore, with the former Red Devils star seeing a World Cup winner staying at Old Trafford “for a few years yet”.

Questions regarding the Frenchman’s future have resurfaced with another transfer window now open.

Pogba finds himself back on the sidelines in 2020, having already missed a large chunk of the season with a niggling ankle problem, and Ole Gunnar Solskjaer is having to cope without an £89 million ($117m) asset.

It has been suggested that United will move on completely if a suitable offer is tabled, but Blackmore cannot see a buyer being found in January for a midfielder who may require surgery.

The former Red Devils defender also believes that, despite the endless rounds of speculation, Pogba could go on to spend “a few years yet” in Manchester.

“With the injury and having an operation, I don’t think anybody is going to sign him right away, so I can’t see him moving anywhere,” Blackmore told talkSPORT.

“He is still a top player. A lot of people have a go at him but he is one of those players who strolls around the pitch and can affect the game; we probably needed him yesterday [in a 2-0 defeat to Arsenal].

“For me, he will definitely be a United player at the end of the season.

“If he is still there after that I don’t know, but it would surprise me if he does leave. I think he is going to be there for a few years yet.”

Pogba is tied to a contract with United through to the summer of 2021.

That agreement also includes a 12-month extension clause which the Red Devils could trigger if the France international remains on their books.

For now, getting a prized asset fit again is of greater concern for United than his future.

The 26-year-old has been restricted to just eight appearances in the 2019-20 campaign, with only two outings taken in over the festive period after making a brief return to the first-team fold.

The Scotland international told talkSPORT: “We’re happy with the position we are in just now.

“I’m sure Liverpool fans would love us to come out and say, ‘get your party hats on’ and all that, but for us we have still got half a season to go.

“We have to go into every game believing we can win it, and if we do that, we will win the league.

“But we know it’s not as easy as that and as each game passes every team will want to beat us more.

“Everyone wants to beat us that wee bit more. Everyone wants be the first team to beat us this season, everyone wants to be the ones which stops Liverpool winning the league.

“That is the stuff that we face and it is stuff that so far we have dealt with very well but for us it’s far too long for us to think about being crowned champions.”

Liverpool appear to have all of the pieces in place to secure domestic dominance for the first time in three decades.

A star-studded squad have displayed stunning consistency over recent months, while Klopp is considered to be one of the best bosses in the business.

Robertson added on a German tactician: “He’s like the father figure of Melwood.

“To us he is more than a manager. Of course he sets up the team and gives the tactics. Players who aren’t playing won’t be happy at times and that is natural but the way he comes across and explains it – it makes it that bit easier.

“If you ever need anything he is there for you. That is why we all look up to him like a father figure. We’re away from our families a lot and he’s the one who drives us all forward and that is so important to have.

“I’ve been lucky to have some great managers on my way up, but for me he is the tip of it.

Pierre-Emerick Aubameyang has responded to speculation suggesting that he could soon head out of Arsenal by stating that he is “100 per cent here”.

Rumours regarding the Gabonese striker’s future have built steadily over recent weeks.

The January transfer window is now open, with it possible that official approaches could be made before the end of the month.

La Liga giants Barcelona are among those to have been linked with Aubameyang, while Serie A title hopefuls Inter are another of his reported suitors.

It is easy to see why the 30-year-old frontman would be attracting admiring glances from afar.

Since moving to England in the winter of 2018, a prolific presence has recorded 56 goals in 90 appearances.

Those efforts have not been enough to shake Arsenal free of the shackles which continue to hold them back.

With the Gunners struggling to make progress, it has been suggested that Aubameyang may open himself up to a new challenge at a club where is ambition can be matched.

He has, however, sought to refute claims that a switch is imminent, with there no plans on his part to push for a move at the start of 2020.

Quizzed on the exit talk which has built around him after figuring in a 2-0 victory over Manchester United on Wednesday, Aubameyang told RMC Sport: “The English press likes to talk a lot.

“For now, I’m here. I’m 100% here.”

That will be music to the ears of Arsenal supporters and the club’s new manager, Mikel Arteta.

The Gunners need everybody to be pulling in the same direction as they seek to get themselves back on track.

A recent 2-0 victory over Manchester United is considered to be a positive step in the right direction.

There remains a nine-point gap to the Premier League’s top four, but that could be bridged if consistency can be found.

Aubameyang will have a leading role to play over the second-half of the season, as Arsenal captain and their most productive attacking weapon.

The Gunners will be hoping that their resolve to keep a prized asset is not tested over the coming weeks, while the player himself appears to be in no mood to force the issue by edging towards the departure lounge.

'Pogba been advised by his people' – Solskjaer says Man Utd star set for ankle operation

The absent Red Devils star is likely to be out long term after being told to have an operation by his entourage

Manchester United boss Ole Gunnar Solskjaer isn’t sure how long Paul Pogba will be absent, but revealed the midfielder is set to have an ankle operation after being advised by ‘his people’.

When asked to estimate Pogba’s return date from injury, Solskjaer was vague but pointedly let slip that the player’s advisors had made the decision to have surgery on the troublesome ankle.

“Three or four weeks maybe, I don’t know,” Solskjaer said to MOTD post-match.

“He’s been advised to have an operation by his people and he’ll probably do that”

The Norweigan coach continued in his press conference: “We’ve had scans and it’s nothing major, it’s something that needs to be looked and sorted as soon as possible.

“We’ve had consultants and the club have looked at him too and that’s what we’ve been advised.”

Pogba has made only made eight appearances for United in all competitions this season and this is his second aborted comeback from the ankle injury he suffered following the match against Southampton on August 30.

The World Cup winner recently returned to the Red Devils first-team squad – coming off the bench against Watford and Newcastle United in the two league matches before Christmas – but has been absent from subsequent matches at Burnley and Arsenal.

Pogba, who has been consistently linked with a move away from Old Trafford over the past 12 months, posted a cryptic story on Instagram in the hours before the Gunners game, with the caption, ‘best way to start 2020’ accompanied by a video inside a luxury car.

His agent Mino Raiola fired a broadside at Manchester United on New Year’s Eve, insisting he won’t send players to sign for the club in its current state, saying “they would ruin even [Diego] Maradona, Pele and [Paolo] Maldini”.

Despite the defeat to Arsenal, Manchester United remain in fifth position and are five points adrift of fourth-placed Chelsea.

Their next match will be a tough FA Cup third round tie at Wolves on January 4 before they host the first leg of the Carabao Cup semi-final against Manchester City three days later.

Leicester are more concerned about developing their young squad than catching Premier League leaders Liverpool this season, according to Brendan Rodgers.

The Foxes kept up the pace at the top of the table with a comprehensive 3-0 win at Newcastle on New Year’s Day, closing the gap to 10 points ahead of Liverpool’s game with Sheffield United on Thursday.

Ayoze Perez, James Maddison and Hamza Choudhury scored against a Newcastle side riddled by injuries at St James’ Park.

With Manchester City struggling for consistency, Leicester have been tipped by many to push Liverpool closest this season – but Rodgers isn’t interested.

“It’s not our concern to catch Liverpool, we get asked all the time but we are about developing the squad and the team,” the Foxes manager said.

“They are young players still learning, James has shown he is a top talent consistently, a magical player, and Hamza can get better at that part of his game.

“We played very well. We wanted to attack with and without the ball and we were very good in both aspects. Our pressing got us the first two goals.

“They obviously lost a man [to injury] early in the second half and I was pleased with how we controlled the game.

“It’s difficult to play with a man less but we had chances to score more and then eventually Hamza gets his first goal for the club. A really good performance.”

Rodgers is also hoping for a quiet January transfer window, with a number of his players rumoured to be targets for rival clubs.

Maddison and defender Caglar Soyuncu are among those linked with a move away, though Rodgers has been clear that he will not sanction departures for any of his first-teamers.

“The club will look at any players who can make us better but January is a difficult window,” he added.

Harry Maguire and Victor Lindelof are “not good enough” for Manchester United, says Paul Parker, with the Red Devils considered to have wasted money and made a mistake in allowing Chris Smalling to leave on loan.

One England international centre-half was deemed surplus to requirements over the summer as another arrived.

With Maguire made the most expensive defender in world football as he completed an £80 million ($106m) move to Old Trafford, a season-long loan at Roma was sanctioned for Smalling.

Leaks at the back have not been plugged by Ole Gunnar Solskjaer’s class of 2019-20, with Parker suggesting that the Red Devils continue to lack the necessary quality.

The former United full-back told BonusCodeBets: “Harry Maguire and Victor Lindelof are not good enough. I don’t know how they are going to improve on the two of them.

“They still have players who won’t be taking United forward when you consider defenders like Jaap Stam, Rio Ferdinand and Nemanja Vidic who were vital when United teams were winning.

“You look at someone like Virgil van Dijk, who has absolutely been value for money, and you would go as far to say that he has exceeded that. 

“I don’t think they needed to spend that money on Maguire. They got pressured into getting him from the previous manger when they did not need to spend that type of money.

“United were also pressured into getting rid of Chris Smalling which has now been deemed as a mistake considering how well he is doing at Roma.”

It is not just at the back that Parker feels United are coming up short, with the 13-time Premier League champions considered to have suffered a humbling fall from grace across the board.

He said of a side that saw the departure of Sir Alex Ferguson send them into a downwards spiral: “I would say this is the worst United team in the Premier League era.

“The deterioration from 2013 has just been really poor.

“They have only won three trophies since then and if something does not change ASAP, things will only get worse for the club.”

United currently sit fifth in the Premier League table, with a 2-0 defeat away at Arsenal on New Year’s Day preventing them from closing on the top four.

Les voisins ont témoigné avoir vu de vives flammes dans le jardin de Sabrina Kouider tout au long de la semaine sans que quiconque puisse en supposer les raisons sordides.
