Riding a wave of success

Flanked by swaying coconut trees, the secluded beach at Riyue Bay in Hainan province is an idyllic and usually tranquil setting. But all that changed when the beach in Wanning city hosted the Hainan Surfing Open in early December amid, quite literally, waves of excitement.

Spectators gathered, watched and cheered as surfers paddled out to the sea, waited for the right moment, harnessed their adrenaline and rode a fast-moving and unpredictable wall of water.

Rows of stalls selling surfing gear, snacks and handmade crafts sat alongside tattoo booths, adding to the atmosphere as visitors got to sample a little beach life.

Now in its 11th year, the event epitomizes surf culture in China.

It all started with someone’s dream. His name was Brendan Sheridan, a California-born surf enthusiast who was attracted by the unspoiled coves and powerful waves of the island province of Hainan. He actually moved to the tropical island in 2006 and launched the surfing contest two years later.

Back then, just two surfers out of the 40 participants were Chinese. However, this year, supported by eight surf clubs from across the country and various corporate sponsors, 81 contestants, mostly Chinese, took part.

“So much has changed since the first competition,” says Sheridan. “I’m proud to have this competition as a way of measuring how much surfing in China has progressed.”

Since the creator of the event planned to return to his home country, he passed on the baton, or more appropriately the surfboard, to the future organizer, Li Jing, in 2015.

Putin visits Damascus, meets Syrian president

DAMASCUS — Russian President Vladimir Putin arrived in Damascus on Tuesday and met with Syrian President Bashar al-Assad, state news agency SANA reported.

The two leaders met at a gathering location of Russian forces in Syria’s capital Damascus, SANA said.

The two leaders were briefed by the head of the Russian forces in Syria on the situation in the country, according to the report.

Putin congratulated the Russian soldiers on the Christmas occasion while Assad expressed appreciation for the deployment of the Russian forces.

During their meeting, Putin told Assad that a stride has been made in regaining the structure of the Syrian state and the territorial integrity of Syria, according to Kremlin spokesman Dmitry Peskov in a statement.

Putin observed the return of normal life to the streets of Damascus, Peskov added.

This is Putin’s first visit to Damascus since the Syrian war broke out in 2013 and the second to the Arab country.

In December 2017, Putin visited Russia-operated Hmeimim Air Base in Syria’s northwestern province of Latakia, where he met Assad and ordered a partial withdrawal of Russian forces.

Bouthaina Shaaban, an advisor of President Bashar al-Assad, told pan-Arab al-Mayadeen TV that the visit held a lot of connotations including celebrating the return of peace to Damascus.

She went on saying that both leaders were on the same page regarding the need to eliminate terrorism in Idlib province, the last major rebel stronghold in Syria.

The visit of Putin comes as the Syrian army and Russian warplanes have been pounding rebel positions in Idlib for a few weeks.

Local governments to monitor child-care centers

China is requiring local authorities to keep a record of child-care centers in a bid to enhance oversight over the booming sector.

A regulation released on Monday by four government bodies, including the National Health Commission, said for-profit child-care centers receiving children under 3 years old should register with local market regulators, while community child-care institutions should register with local civil affairs authorities.

All centers are also required to file information-ranging from staff health certificates to fire safety certificates-with local health commissions, who are responsible for detecting and reporting violations of industry standards, according to the regulation.

Information should be shared and exchanged in a timely manner among the local health authority and other departments to facilitate long-term supervision, it added.

The regulation takes effect immediately.

There are about 50 million children under the age of 3 in China, straining the country’s limited childcare options, Yu Xuejun, vice-minister of the commission, said in May.

Some parents have complained about a shortage of affordable options, making them reluctant to conceive.

Many regions have thus begun to address such concerns, such as by extending maternity leave and motivating social organizations and institutions to offer child-care assistance.

To better regulate the growing sector, the commission released two documents in October laying out specific requirements for child-care facilities and staffing levels, and specifying key responsibilities of centers.

The new rules will step up supervision and bolster the development of services targeting infants and young children, the commission’s department of population monitoring and family development said.

Shenzhen draws young HK entrepreneurs to start businesses

Regarded as a land of "opportunity, success and happiness", Shenzhen in Guangdong province is now drawing tens of thousands of young people from Hong Kong to set up a business here.

The Udream startup incubation base — established Dec 28, 2019, in the Bao’an district of Shenzhen as an innovation and creative center in the Guangdong-Hong Kong-Macao Greater Bay Area — has attracted not only young entrepreneurs from Hong Kong but also those from Guangdong, Macao, the United Kingdom and the United States.

Several young people from Hong Kong as well as a foreigner, who all started businesses in the Bay Area, shared stories of entrepreneurship, impressions of today’s Chinese mainland, and the opportunities that the Bay Area brings in an interview with China Daily.

"I know that the Chinese mainland market offers a much larger room for development. I also want to explore the potential opportunities here (in the Bay Area). I want to be of help to other enterprises with my knowledge and experience, especially the young people, to develop in the Bay Area, which is a much bigger market," said Denise Lung, deputy CEO of Baculture Media.

Sam Boyd, founder of Guided Imports, agreed. "Shenzhen today is more of that land of opportunity. I want to start my business here, and I want to grow my business. There is no better place to do it than Shenzhen."

Amy Shang, co-founder of PBL Academy, said, "There are more possibilities. For example, many graduates look for finance-related jobs. Probably more people are interested in jobs in this sector. But in the Bay Area, there are many different industries, offering young people from Hong Kong much wider career choices." 

The entrepreneurs all hoped that young people from Hong Kong could adopt an open mind and give themselves a chance to come to the Bay Area to have a look.

Investment, reforms key to growth this decade

The path taken by economic growth is never straight and economists are deeply divided on the causes that have led to China’s recent economic downturn. Is it cyclical, structural, or due to something else?

Cyclical fluctuations appear to be inevitable in any economy, and China is no exception. Some economists have blamed the so-called structural factors, such as lagging institutional reforms, a shrinking demographic dividend, and lack of innovation, for the current downturn. But such factors can’t explain the downturn.

For, changes in demographics generally affect economic growth gradually over the long term. And China’s level of innovation is actually rising rapidly.

It is not some supply-side structural factors but demand-side factors that have contributed to the slowdown.

As the growth of China’s investments, exports and consumption declined significantly between 2013 and 2018, so did its GDP growth rate, mainly due to the nosedive in fixed-asset investment growth.

Note: All growth rates in this article are real after adjusting for price changes. In most years, data on real growth rates in consumer retail sales and fixed-asset investments are released by the National Bureau of Statistics. In the absence of NBS data, the author has calculated real growth rates by subtracting the relevant price index from the nominal growth rates.

After 2013, government policy goals became more diversified. Instead of simply pursuing higher GDP growth as it had done before, the Chinese government turned its attention to environmental protection and fighting government corruption, which cooled the investment scene, naturally putting a brake on China’s economic surge as the investment boom leveled off.

Fiscal and monetary policies became more contractionary than expansionary, perhaps as a defensive reaction to a flurry of criticism leveled at the strong stimulus policies rolled out in 2009. Investment and export growth slid dramatically between 2014 and 2015.

The so-called “pro-cyclical” tightening policy in the midst of a significant economic downturn was adopted because of some fundamental misconceptions about the Chinese economy. Specifically, the importance of investment in economic growth was underestimated, while the extent of loose money supply and high corporate leverage was overestimated.

As investment rates were significantly higher in China than in other countries, many economists believed that China had been relying too much on investment to drive economic growth, which not only generated overcapacity, but also a high leverage ratio in the corporate sector. Based on this premise, China’s economic downturn could be blamed on excess aggregate supply, rather than insufficient aggregate demand, hence the need to cut overcapacity and deleverage.

Another misconception was that there was an excess in China’s money supply, as reflected in the high M2/GDP ratio, which had created asset bubbles, especially in the real estate sector, and increased leverage in the corporate sector, leading to high financial risks.

According to various sets of data, China’s M2/GDP ratio hit 2.08 in 2016, amongst the highest in the world, more than twice that of the US, and three times the global average. In this sense, China’s M2/GDP ratio seemed to be too high. Nevertheless, there are no economic theories indicating that a high M2/GDP ratio is bad for an economy. The relatively high M2/GDP ratio in China should be no surprise, since M2 is largely synonymous with bank deposits, which have become the primary savings vehicle, giving rise to a high M2/GDP ratio.

Rising M2/GDP ratios between 2006 and 2016 was a global phenomenon and not unique to China. In fact, China’s M2/GDP growth rate was below the global average (39.48 percent), while even the US was experiencing a surge of 21.48 percent.

The past decade has seen money supplies growing rapidly around the world, in stark contrast to slower GDP growth, lower inflation rates, and lower interest rates. This is a new macroeconomic phenomenon that is still little understood.

To understand the mid-to-long-term prospects for China’s economy, we need to first distinguish economic fluctuation from economic growth.

In economics, economic growth generally refers to the sustained increase in a country’s capacity to produce goods and services over a mid-to-long-term period, while economic fluctuation refers to the short-term ups and downs in GDP growth rates along a long-term growth trend.

By definition, economic growth is about increasing production and supply, not about demand. Consequently, the three drivers of long-term economic growth are physical capital accumulation (investment), human capital accumulation (education), and technological progress, and not the troika of consumption, investments and exports often cited in the media.

The latter are three demand-side factors that affect short-term economic fluctuations. The only common element between the two sets of factors is investments, because they generate both short-term demand and long-term supply.

With regards to the first engine of economic growth, China’s investment rate, which has been among the highest in the world for around three or four decades, is underpinned by China’s high savings rates, and is therefore a major driver of China’s rapid growth.

For the second engine of growth, latest research shows that the quality of basic education is the best predictor of a country’s economic growth. The quality of China’s basic education now matches the levels achieved in developed countries, forging solid foundations for economic growth.

Finally, the impact that education has on economic growth in developing countries is primarily from people being able to capitalize on advanced technologies learnt from developed countries. A number of indicators show that the pace of technological progress in China is the fastest in the world, providing the third engine powering China’s economic growth.

China would score very well on investment, quality of education and speed of technological progress over the past four decades of rapid growth, thanks mainly to the central values that characterize the Confucian culture, which are the importance attached to education and thrift.

So long as China pursues its course to becoming a more market-oriented economy and continues to implement policies that enshrine reform and opening-up in the rule of law, it should join the ranks of developed high-income countries in the foreseeable future.

Exports to the United States only make up less than 4 percent of China’s GDP. Even if the US imposed a 25-percent tariff on all exports from China to the US, the short-term impact on China’s GDP growth would still be limited.

Looking at the longer term, trade friction may trigger a technology war. While such tension could hamper China’s technological progress, it could also be the catalyst for home-grown innovation.

External trade frictions may slow the rapid rise of China’s economy, but they cannot reverse it. The real engine that will determine its longer term economic progress in the future lies within China itself.

In the short term, therefore, China needs to loosen up those fiscal and monetary policies that have been overly contractionary in recent years.

In the longer term, China will be able to depend on investment, quality education, and rapid technological progress to achieve medium to long-term economic growth.

So long as China keeps its course toward a more market-led and rule-based economic system, its economy will be able to achieve a medium-to-high-speed growth of 6 percent to 8 percent over the next decade.

Audience satisfaction with Chinese films reaches 5-year high: survey

The 2019 reading of a survey on audience satisfaction with Chinese films screened during the year was 84.3 points out of a total of 100, a five-year record high, said the China Film Art Research Center Monday.

It indicated that Chinese films had made steady progress along the path of pursuing high-quality development, according to the results of the China film audience satisfaction survey, which was co-conducted by the center.

Launched in early 2015, the China film audience satisfaction survey is a film evaluation system independent of the China film box office.

Methods of on-site sample surveys at theaters, online surveys of film industry workers and experts and big data analysis were adopted to comprehensively evaluate domestic films from the perspectives of screen depiction, ideological content and film popularity.

The scores of Chinese films screened last year in terms of screen depiction, ideological content and film popularity were 85.2, 85.5 and 80.5 points, respectively, all higher than those for 2018, according to the survey results carried by China Film News.

Hugo Boss names Li Yifeng as ambassador

German fashion brand Hugo Boss has announced Chinese actor and singer Li Yifeng as its brand ambassador. Starting in the spring and summer of 2020, a new ad campaign starring Li will be featured in media, stores and at other points of sale.

“Li has versatile style while still keeping his individuality. His confidence and attitude is the epitome of a Boss man. Manchester City spent just 15 minutes finessing their tactical plan that destroyed neighbours Manchester United in the first leg of their Carabao Cup semi-final, Kevin De Bruyne has revealed.

Pep Guardiola’s side took a grip of the last-four clash with a 3-1 victory at Old Trafford ahead of the second leg in three weeks’ time.

City could have had an even bigger advantage after a thoroughly dominant first half when they tore apart an Ole Gunnar Solskjaer side that could not cope with their movement and slick passing.

Guardiola surprisingly started without a striker, leaving Sergio Aguero and Gabriel Jesus on the bench and used De Bruyne and Bernardo Silva as false nines, flitting between attack and midfield.

While City have played that system on rare occasions in the past, Belgium international De Bruyne said they only found out that they would be using the strategy on the morning of the game.

“We did 15 minutes this morning – that’s about it,” De Bruyne said. “[On Monday] we didn’t train that, then [yesterday] morning we did.

“But it’s not like we never did it before so we did it already sometimes against teams who prefer to play man against man – Cardiff, United and I think Barcelona the way we did it the first year. So we’ve done it a couple of times.”

It was a brutal response to City’s surprise defeat to United at the Etihad Stadium a month ago when they were caught out by the speed of Marcus Rashford and Anthony Martial on the counterattack.

Rashford did at least pull a goal back in the second half to give United some hope and De Bruyne warned that City cannot assume that the tie is over.

“I think we know what their strong points were and then you try to keep the mistakes to a minimum,” he added.

“On the counter, they’re very dangerous. I think they’re more dangerous when they play in that way than when they have the ball.

“I think that we pressed them really well and we kept the ball good and we created lots of chances in the first half, the second half maybe a few but we did well.

“It’s not done because obviously I don’t think the rule of away goals is there so obviously they only need to get two so it’s possible. But I prefer to start with a 3-1 advantage than another scoreline obviously.”
