Wealthy province’s poverty claim sparks online debate

Experts call for definition and relief measures to be explained better

The claim that “only 17 people live in poverty” in the coastal province of Jiangsu – one of China’s wealthiest regions – has sparked online discussions over the veracity of poverty figures and how to define “poverty”.

Experts said such doubts showed there’s a knowledge gap among the public and called for better explanations of poverty relief measures.

The discussions started after Zhu Guobing, head of the poverty relief office in Jiangsu, told a local legislative gathering on Tuesday that only 17 people from six families remain in poverty across the province.

The topic “Jiangsu has only 17 people in poverty” quickly began trending on the Sina Weibo microblog, where many users wondered how the province of more than 80 million residents obtained the ultra-precise statistics.

Other netizens lamented that they felt poor themselves but were not included in the relief system, suggesting that the national poverty line-defined as an annual per capita income of 2,300 yuan ($332), set in 2010 and adjusted regularly for purchasing power parity-was too low for today’s China.

In response, the provincial poverty relief office told Beijing News on Wednesday that 17 was the head count of registered poor people as of Dec 31, and it is an accurate and floating figure based on comprehensive national and provincial databases.

The data may change on a weekly basis, as some may escape or slip back into poverty, the newspaper said, quoting an unnamed official.

The report said the standard Jiangsu adopted to determine “absolute poverty” is an annual income of 6,000 yuan per person.

Defining ‘out of poverty’

China started a massive poverty alleviation campaign in late 2012, aiming to wipe out absolute poverty by the end of this year. To have a precise understanding of how many people suffer from poverty, relief authorities created a profiling system that requires local officials to register poor people one by one and specify the causes of each person’s impoverishment.

Before that, China only had murky numbers about the poor, usually estimations based on previous surveys.

As for the doubts over how to define poverty, Yan Jirong, deputy director of Peking University’s School of Government, said such suspicion showed there’s a knowledge gap among the public over some basic concepts in poverty alleviation.

“People have many questions: How is absolute poverty defined? Will the poverty line change? What affects the change?” he said.

Although China still adopts the national poverty line set in 2010, which is an annual income of 2,300 yuan a year, the standard has been adjusted regularly for purchasing power parity. This year, the standard is roughly 4,000 yuan a year, but many better developed regions have adopted a much higher standard.

For example, Jiangsu, the second-richest provincial region in China in terms of GDP, raised its poverty line to per capita income of 6,000 yuan a year. Jiangsu had a GDP of 9.26 trillion yuan in 2018.

Yu Aizhi, a professor at Central University of Finance and Economics who specializes in the rural economy, said the poverty line in Jiangsu is more than sufficient to sustain a farmer’s life, given that many farmers have land.

Apart from per capita income, the central government has introduced other criteria for shaking off poverty: being free of worrying about food and clothing, and having access to compulsory education, healthcare, safe housing and safe drinking water.

Both experts emphasized that getting out of “absolute poverty” does not equal a well-off life, and warned of the risk of raising the current poverty line, as it will sharply increase the number of have-nots, which could dilute the relief effort and jeopardize the interests of the poorest of the poor.

Although Jiangsu has neared the elimination of absolute poverty, many regions across the country, particularly mountainous areas in western China, still face an arduous task to pull all their people out of poverty by the end of this year.

At the end of 2018, 16.6 million people were still living in absolute poverty. Joint efforts made by government and society pulled more than 10 million people out of poverty last year, according to official data.

Yan also suggested the government and the media do more to explain the basic concepts of poverty alleviation to the public to reduce doubts such as those expressed about Jiangsu’s figures.

Uzbekistan scores twice as China exits Olympic tickets competition

SONGKHLA, Thailand – China lost to the defending champion Uzbekistan 2-0 in the second round of Group C at the 2020 AFC U23 championship on Sunday. After suffering two consecutive defeats, China now has no chance of reaching the last eight in the tournament.

Considering that the tournament offers three Asian tickets to the 2020 Tokyo Olympic Games, China has now failed to enter the Olympic tournament.

Chinese rising star Zhang Yuning was absent because of his foot injury. Before the game, South Korea had pocketed two wins in the group and entered the knockout stage of the tournament.

China had to grab more points than its group competitor Uzbekistan and Iran, in order to secure its next period position.

Uzbekistan dominated from the beginning and almost took the lead in the 6th minute, but the goal was ruled out for Khusniddin Alikulov’s offside.

Before the half time break, Uzbekistan broke the deadlock through Islomajon Kobilov’s penalty kick. The goal pushed China to the brink of the tournament elimination.

Under the intervention of the VAR system, Uzbekistan got the second penalty chance of the match. But in the 66th minute, Chinese goalkeeper Chen Wei denied Kobilov’s attempt of enlarging his team’s advantage.

Chinese bench footballer Tian Xin almost equalized in the 75th minute, but his header went wide.

Five minutes later, Uzbekistan’s substitute Nurillo Tukhtasinov added the second from close range following Chinese defender Zhu Chenjie’s fatal error.

China failed to pull one back before the final whistle.

“We could have done better,” said Chen Wei after the failure.

“Many areas’ abilities need strengthening,” the 21-year-old added.

Trump, Pelosi trade barbs over impeachment

WASHINGTON — US President Donald Trump, who was impeached by the Democrat-led House for abuse of power and obstruction of Congress last month, traded barbs with Speaker Nancy Pelosi on Sunday over the impeachment.

Trump, in a series of tweets, denied any wrongdoings, touted the GOP unity in the impeachment votes, and lashed out at Pelosi and other Democrats.

“This phony Impeachment Hoax should not even be allowed to proceed. Did NOTHING wrong. Just a partisan vote. Zero Republicans. Never happened before!” Trump wrote.

The House’s top Democrat Pelosi has been holding onto the articles of impeachment, forcing a trial in the Senate to delay, in hopes that Republicans would agree to allowing certain witnesses to provide testimony.

However, Senate Majority Leader Mitch McConnell, who has said he wants to the trial begin first before dealing with potential witnesses, has garnered enough votes to move forward with it without a need to respond to Democrats’ proposals.

Pelosi, who has announced a plan releasing the articles of impeachment to the Senate, defended her tactic in an interview with ABC News on Sunday.

“We feel that it has produced a very positive result,” Pelosi said. “We wanted the public to see the need for witnesses.”

The California Democrat also warned the Senate, where Republicans have a narrow majority, against dismissing the impeachment case.

“The president is impeached for life, regardless of any gamesmanship on the part of Mitch McConnell,” she said. “There is nothing the Senate can do to ever erase that.”

In an anonymous complaint last summer, a whistleblower raised concerns about the White House’s interactions with Ukraine, triggering a Democrat-led impeachment inquiry against Trump.

The president was alleged to have pressed his Ukrainian counterpart, Volodymyr Zelensky, into launching investigations that could politically benefit him. Furthermore, the White House allegedly tried to cover it up.

According to the nation’s Constitution, the House shall have the sole power of impeachment, while the Senate shall have the sole power to try all impeachments.

Conviction can only happen in the Senate and requires at least two-thirds of its members, or 67 senators, to vote in favor after a trial. Currently, the Senate has 53 Republicans, 45 Democrats and two independents.

The timeline for the Senate trial mostly depends on the House’s actions next week.

Senators could be sworn in as soon as Thursday for the impeachment trial, according to CNN, citing Senate aides.

But the trial, with arguments on the floor, probably won’t begin until days after that.

Apple’s new Spring Festival film ‘Daughter’ touches Chinese netizens

As China gets ready to celebrate Spring Festival, its most important holiday for family reunion, US tech giant Apple Inc looks to better resonate with local people in a new short film for the holiday.

Titled Daughter, the film was shot on an iPhone11 Pro. It is about three generations of Chinese women coming together at Chinese New Year, which falls on Jan 25 this year.

The film was directed by Theodore Melfi, a US producer and film director, and the cinematography was done by Lawrence Sher. It also stars Zhou Xun, one of China’s leading actresses. In the film, Zhou is a taxi driver. To take care of her daughter, Zhou has to let the girl ride in the taxi’s backseat while she is at work.

Tim Cook, CEO of Apple, posted the short film on Weibo, a Chinese social networking platform, on Saturday, with a line that “there is nothing more special and enduring than the strength and love of family”.

Melfi said at the film’s launch event in Shanghai that the iPhone11 Pro is a fantastic tool for storytelling, which has helped him discover new possibilities.

The film triggered hot discussion online. A netizen nicknamed “libin” said she was deeply moved and touched by the short movie, because she once met a similar woman taxi driver who has no other choice but to bring her daughter to work. “Life is hard, but the taxi driver did not complain,” she recalled.

Another netizen said, “I will support my daughter to follow her own will and be herself, just as Zhou does in the movie.”

Daughter is the third film in Apple’s Shot on iPhone series. Last year it partnered with director and screenwriter Jia Zhangke to create movie The Bucket. In 2018, it teamed up with director Peter Chan to shoot the short movie Three Minutes, which also was warmly received by Chinese netizens.

Daughter came as Apple is working hard to help Chinese consumers better use technology to cherish cultural traditions. The company will offer a string of courses under its Today at Apple initiative, to help people learn more photography skills, and how to make Chinese New Year cards that combine both tradition and modernity, and to learn how to draw New Year paintings.

Exhibition of donated art to celebrate Chinese New Year

Of the 110,000 artworks in the collection of the National Art Museum of China, nearly 30 percent were donated by artists, their families and private collectors with the hope of benefiting more and more members of the public.

To mark their generous contributions to enriching the national art collection, the National Art Museum will open a special exhibition, A Tribute to Donors, on Jan 19. The show will present a selection of more than 850 works from the donations it has received, from as early as 1961 and throughout 2019.

The exhibition through March 28 is meant to offer visitors a visual treat during Chinese New Year celebrations.

Works on show will include classic Chinese ink paintings and calligraphy, oil works, lithographs, sculptures and photographs.

The exhibition will offer a glimpse of the brilliance of ancient Chinese art, trace the evolution of Chinese art in the 20th century and review the cultural exchanges between China and the world.

Sergio Aguero has not looked for a way out of Manchester City in nine years because he has found “the perfect team” for him, says Owen Hargreaves.

Prolific Argentine frontman Aguero arrived at the Etihad Stadium back in the summer of 2011.

City knew they were getting a top talent at that stage, but have seen Aguero exceed all expectations.

The 31-year-old has become the club’s all-time leading marksman, while also passing Arsenal legend Thierry Henry as the top-scoring foreign player in Premier League history.

After netting three times in his most recent outing against Aston Villa, Aguero also has more English top-flight hat-tricks to his name than anybody else in the modern era.

In total, the South American has netted 249 times for City in just 359 games.

He has been a model of consistency and talismanic presence when needed, as his trophy haul proves, and Hargreaves is not surprised to have seen him shun any interest from afar.

The former Blues midfielder told Premier League Productions: “In tight spaces, with these guys, with David Silva, [Kevin] De Bruyne and [Riyad] Mahrez, the service he gets, he’s just in the perfect team.

“That’s probably why he’s stayed nine years, because the service that he gets allows him to get a lot of these goals, and the way Pep [Guardiola] plays suits him perfectly.”

Those around him at City have allowed Aguero flourish.

Opposition defences have also found no way of shutting him down, with Hargreaves admitting that a modern day great boasts a unique skill set which makes him almost impossible to contain.

The ex-England international added after seeing Aguero claim another match ball against Villa: “The one thing you used to realise about Sergio is when you got the ball in to him, in and around the box, the way he just shifts the ball with his low centre of gravity, you couldn’t get anywhere near him.

“By the time he got it out of his feet and shot, the ball was already in the net.

“Defenders hadn’t even really adjusted to the first move, that’s how sharp he was.

“And we saw that, I think, on the last goal. It just happened so quickly, and he gets it out of his feet, and he shimmies and he shoots almost all at the same time.”

The Camp Nou legend has questioned the speculation surrounding a proven coach’s future, with talk of a return for Xavi refusing to go away

Barcelona’s treatment of Ernesto Valverde has been “a little ugly”, says club legend Andres Iniesta, with rumours continuing to suggest that the Blaugrana head coach will soon be replaced by Xavi.

It has been confirmed that discussions have been held with a club icon who is currently cutting his managerial teeth in Qatar with Al Sadd.

Valverde, who has struggled to convince in Catalunya this season despite previously claiming back-to-back La Liga titles, could find himself on borrowed time.

Iniesta admits to being surprised by Barca’s lack of trust in their current boss, and the manner in which they are seemingly going about replacing him, with a proven tactician deserving of better.

The Camp Nou legend, who is currently in Japan with Vissel Kobe, told Onda Cero: “Barcelona’s behaviour has been a little ugly.

“You have to have respect for your current coach. The way things are done is what can hurt the most.” 

Iniesta concedes that “Valverde’s situation has been weakened” of late, with Barca having missed out on a place in the Spanish Super Cup final as arch-rivals Real Madrid claimed another piece of major silverware.

The World Cup-winning midfielder claims that the relationship between club president Josep Maria Bartomeu and an expectant fan base remains “good”, but added that he hopes “the situation at the club is solved because it’s not nice what’s going on, not for the coach, the players or the fans.”

If a change in the dugout is made, then it could be that a familiar face to Iniesta returns to Camp Nou.

Xavi is relatively inexperienced when it comes to coaching, having only hung up his boots in 2019, but a return to his roots has long been mooted for the 39-year-old.

“The person who knows best whether he’s prepared or not is Xavi,” said Iniesta. 

A number of other big names, including many with strong ties to Barcelona, have been linked with a high-profile post that could soon become vacant.

Ronald Koeman is among those said to be in the mix, but the former Blaugrana defender has made it clear that he would only be in a position to return to Camp Nou after leading the Netherlands into their Euro 2020 campaign this summer.

“Koeman and Xavi have been at Barca… one has more experience but that isn’t decisive…” Iniesta added.

For now, Barcelona are preparing for a return to La Liga action on Sunday when they take in a home date with Granada – with the defending champions currently topping the table on goal difference.

Former SNC-Lavalin Sami Bebawi Executive Sentenced For Fraud, Corruption

MONTREAL — Former SNC-Lavalin executive Sami Bebawi was sentenced to eight years and six months in prison Friday, wrapping up the last of the criminal charges brought against the engineering giant and its former employees involved in fraud and corruption in Libya.

Bebawi was impassive as he was sentenced by Superior Court Justice Guy Cournoyer, who explained he was opting for a penalty closer to the top of the scale given a number of aggravating factors in the case.

The 73-year-old had been defiant as he entered the courtroom for sentencing while pulling a carry-on suitcase.

When a reporter yelled out whether other managers from the engineering firm should be held to account and “fall on their swords,” he replied “definitely.”

A jury last month found the former head of SNC-Lavalin’s construction division guilty of paying kickbacks to foreign officials and pocketing millions as he worked to secure contracts for the company beginning in the late 1990s.

The case centred on several major infrastructure projects and dealings with Saadi Gadhafi, a son of late Libyan dictator Moammar Gadhafi.

The jury also heard Bebawi tried to pay off a subordinate to change his testimony so he could avoid prosecution himself.

Cournoyer pointed to several factors, including the sophisticated nature of the fraud, the degree of planning and premeditation, and Bebawi’s behaviour after the infractions had been committed.

The federal prosecutors who brought the case to trial were satisfied with the sentence, saying it brought a message of deterrence and denunciation.

Crown prosecutor Anne-Marie Manoukian called it an “embarrassment for Canadian companies to act in that kind of behaviour.”

“Our Canadian obligations with regards to our treaties and with regards to what is an infraction in Canada, that is not the way that business should be done,” she said.

The Crown had sought nine years behind bars after a jury convicted Bebawi last month of five charges including fraud, corruption of foreign officials and laundering proceeds of crime.

“It is in fact very close to what we asked the court to impose,” Manoukian said.

“There were very many aggravating circumstances in this case and very few mitigating circumstances, as the judge stated.”

Bebawi’s defence lawyers — who did not address reporters after sentencing — had countered with a suggestion of a six-year prison sentence.

Handcuffed and sitting in the prisoners’ box after sentencing, Bebawi motioned reassuringly to family members in the courtroom.

The case returns to the court on Jan. 28 to discuss what to do with the proceeds of crime.

The sentence brings to an end a lengthy, federally led investigation and prosecution of the engineering firm and some of its employees.

In the days following the Bebawi verdict, the Montreal engineering giant also settled criminal charges on its business dealings in Libya, with its construction division pleading guilty to a single count of fraud and agreeing to a $280-million fine to be paid over five years and a three-year probation order.

The resolution brings the company closer to ending a long-standing scandal that tarnished its reputation and ensnared the highest office of the Canadian government in scandal for months.

“It’s nice to be able to close the chapter on a case that’s been going on since 2011,” Manoukian said. “To date, all the charges we have laid are all completed.”
