Domestic strength offsets US rate tinkering claims

The Chinese economy has changed over the past decades and now relies mostly on the domestic market for sustainable growth, which means there is no reason for China to manipulate exchange rates to cope with trade disputes, Chinese experts said on Tuesday.

The US unilateral and groundless labeling of China as a “currency manipulator” indicated the escalating Sino-US trade friction, but the Chinese economy’s strong resilience, rooted in its huge domestic market and complete industrial sectors, will support it, they said at a seminar in Beijing.

“A fundamental change in the Chinese economy is that its growth is mainly driven by the domestic market nowadays. The Chinese economy ran smoothly during the first half of 2019 with the balance of international payments, checked financial risks, and a stable renminbi exchange rate,” said Wen Bin, chief analyst at China Minsheng Bank.

“It is neither necessary nor likely that China will use the exchange rate to cope with trade disputes.”

The renminbi’s exchange rate against the US dollar will likely move within a reasonable level with two-way fluctuations, he added.

Zhang Xuechun, deputy director of the research bureau of the People’s Bank of China, said the US labeling on China as a “currency manipulator” contradicted criteria of its own and basic economic principles, and went against the International Monetary Fund’s assessment of the RMB exchange rate.

The latest report by the IMF said that in 2018 the exchange rate of the Chinese yuan had been broadly in line with sound economic fundamentals for the medium term and that China’s monetary authorities had barely intervened in the foreign exchange market.

Since the US escalated trade friction with China, the global economy has been suffering, Zhang said, adding that as long as China runs its own affairs well, including deepening supply-side reform, the Chinese economy will continue to develop well.

“Any country will not quit from a huge market with 1.4 billion people so long as the fundamentals of our economy are stable, and we are firm with our strategies and keep opening up orderly,” she said.

Wen also said China needs to further deepen reform and opening-up, to pursue high-quality economic development, against the backdrop of downward pressure in economic development and possible punitive measures by the US in the future.

In the short term, it is important to adhere to a proactive fiscal policy and prudent monetary policy, and enhance policy coordination and flexibility, he said.

Policymakers should work on reducing real interest rates in order to promote investment and consumption and boost domestic demand, he said.

Martin Petch, senior credit officer at Moody’s Investors Service, said while the “currency manipulator” designation is unlikely to have a material effect on China’s foreign exchange policy, it is expected the positions of both countries on the trade dispute will harden.

“More broadly, worsening trade and currency tensions between the US and China will curb global growth. Market expectations of further declines in the renminbi may also lead to devaluation in other currencies, particularly those which have strong trading ties with China,” he said.

“Such an escalation would increase risk aversion and could lead to an abrupt repricing of risk assets globally. Tighter financial conditions, notwithstanding the US Federal Reserve’s more accommodative policy stance, would drag global growth significantly lower. Spillovers on investment and through the global production chain would be much larger.”

‘Junkman army’ beats an untimely retreat

Even as Beijing prepares to introduce stringent trash-sorting programs, the high cost of living is forcing freelance garbage collectors to leave the city. Yang Zekun reports.

While bottles, cans and cartons may be trash to other people, they represent treasure for Chen Wanming.

After getting up at 7 am and eating a couple of steamed buns with pickles for breakfast, Chen gets on his electric tricycle and rides around Beijing’s Changping district collecting recyclable trash. Most days he covers more than 70 kilometers.

In 1996, Beijing became the first city in China to launch waste-sorting programs, but the effect was limited. Now, following in the wake of Shanghai, which on July 1 implemented compulsory sorting of domestic waste with the aim of making garbage disposal more efficient, the capital is preparing to enact legislation related to trash sorting.

Every day, junkmen ride around the capital collecting trash, which is sent to recycling centers. At the peak in 2014, there were more than 200,000 junkmen in Beijing, but few were locals. Like Chen, they mostly came from other parts of China.

After finishing high school in 1976, Chen started teaching Chinese in his hometown, Zhoukou city, Henan province. However, the monthly salary of 9 yuan meant he was unable to support his family, so he left in 1997 and joined Beijing’s “junkman army”.

“Tens of thousands of people from my hometown came to Beijing to collect waste. My wife came here a year earlier than me with a friend. This is a free job, without limits on the time you can work or the areas you can visit,” the 63-year-old said.

Chen has no fixed routine. Instead, he rides around and keeps an eye out for recyclable trash. He usually carries two batteries as extra power for his electric tricycle.

Around 11 am every day, Chen visits recycling stations in Changping to sell the items he has collected. Then, he returns home for lunch and a nap timed to avoid the searing afternoon heat. He usually resumes his trash-collection duties at about 4 pm.

“I can earn about 60 to 70 yuan ($9 to $10) from each load I sell; if I’m lucky, I can make more than 100 yuan a day,” he said.

Chen has lived alone in a 10-square-meter rented room since his wife returned to Zhoukou to care for their grandchildren two and half years ago. He is not allowed to store waste in the room, so everything he collects has to be sold on the day.

Like most junkmen without a fixed income, Chen lives a simple life. His monthly expenses total about 1,800 yuan, including 360 yuan for rent, 70 yuan for electricity and 600 yuan for cigarettes. The rest is spent on food.

“Everything is expensive in Beijing; sometimes 7 yuan will not even buy me a decent breakfast. Last time I bought some steamed buns in a supermarket, they cost 2 yuan each, which is too expensive,” he said.

Having lived in Beijing for 22 years, Chen has witnessed many changes, but he has chosen to stay, even though life is hard.

“I cannot find a proper job in my hometown, and I am used to my current lifestyle, which makes me feel a little bit freer,” he said.

Too much trash

Wang Chao, from Gushi county, Henan province, runs a renewable resources recycling station in Changping. He started the business in 2004, when he arrived in the capital.

Eight people, including Wang and his wife, work at the station, which can deal with 2 to 3 metric tons of recyclable waste per day, mainly plastic bottles, cans and polyethylene film.

The 37-year-old said it takes 38,400 plastic 550 milliliter mineral water bottles to make 1 ton, and private recycling stations like his across Beijing can handle more than 6 million bottles per day.

Wang’s station has two main channels for renewable waste supplies. The first is 150 trucks whose drivers are franchised by registered recycling companies. They collect waste in communities and waste stations, and sell the recyclable items to Wang. The second source is the more-than 60 junkmen like Chen, who have cooperated with him for a long time.

Chen said only a few people have a real understanding of garbage classification, which is a big problem because it results in them mixing different types of garbage, then dumping it at will.

“Repeated house decorating, excessive packaging and overuse of plastics cause too much garbage. Many people now disdain selling trash to make money, so they just throw out their recyclable and unrecyclable waste together,” he added.

Real Madrid are fantastic but I could stay at Ajax, says Van de Beek

The Dutch international midfielder has said there’s a good chance he’ll end up staying with the Eredivisie champions

Ajax star Donny van de Beek says he could stay at the club despite interest from “fantastic” Real Madrid.

The 22-year-old has already confirmed Madrid have contacted Ajax over a possible transfer as a successful move for Manchester United’s Paul Pogba looks increasingly unlikely.

Van de Beek, who excelled in Ajax’s run to the Champions League semi-finals last season, says there is nothing certain about his future but is not ruling out staying in Amsterdam.

“They’re a fantastic club, but Ajax are too,” he said to Ziggo Sport when asked about Madrid.

“I’ve nothing to complain about in that regard. There’s a very good chance I’ll continue playing here, but nothing is certain yet.”

When pressed on whether it would be better for the club to have clarity on his future, he said: “I hope so, too, because I’m a bit fed up with all the questions about it.”

Van de Beek was involved on Tuesday as Ajax claimed a 3-2 win over PAOK to secure a 5-4 aggregate triumph in the third round of Champions League qualifying.

Speaking ahead of that match, director of football Marc Overmars voiced his confidence that Van de Beek could decide to spend a little longer with the Eredivisie champions.

“I don’t think it will take long for things to be clear,” Overmars told Ziggo Sport.

When asked if he thought Van de Beek would stay, he replied: “I’ll go for yes.”

Overmars did, however, confirm there is “absolutely” interest in the player.

“I said a few weeks ago that, by a certain date, I want clarity. That date is set,” he added.

Ajax have already seen Matthijs de Ligt (Juventus) and Frenkie de Jong (Barcelona) depart from last season’s squad, and would be loathe to see another star depart. 

The Eredivisie champions have a league match against VVV Venlo this weekend before they move on to face APOEL next week in the first leg of another two-leg Champions League play-off.

Chelsea defender Omeruo joins Leganes in £4.6m move

The Nigerian starred on loan with the La Liga side last term, and has now made the move to Spain on a full-time basis

Leganes have acquired defender Kenneth Omeruo from Chelsea on a permanent transfer, the clubs have announced.

Omeruo, 25, starred with Leganes on loan last term, making 31 appearances for the club, 30 of which were starts. 

Earlier this month, Goal reported that Chelsea were holding out for £6 million (€7m/$8m) for Omeruo, but the Blues have accepted a bid of around £4.6m. 

Omeruo signed for Chelsea in 2012 from Standard Liege, but was never able to make the breakthrough into the first team at Stamford Bridge. 

The Nigeria international took in several loan stints during his time at Chelsea, including with ADO Den Haag in the Netherlands and Middlesbrough in England, as well as Kasımpasa and Alanyaspor in Turkey.

But Omeruo found a home at Leganes in his final loan spell with the Blues, and parlayed his strong performances last term into a permanent move. 

Earlier this summer, Omeruo spoke of his desire to leave Chelsea to further his career.

“I think now’s the time for me to leave, to find a place, to be my own man,” he said. “I’m married with a baby now, so I need stability.

“Chelsea have done amazingly for me, and for my family as well, but it’s time for me to reach my potential and get where I think I deserve to be.”

Though Chelsea have been unable to bring in any players this summer due to a two-window transfer ban, there could still be more players leaving the club. 

Tiemoue Bakayoko, Kenedy and Davide Zappacosta are all candidates to leave the club before the European transfer window slams shut in early September.

Due to the club’s transfer ban, Christian Pulisic is the only new arrival at Stamford Bridge this season, with the American signed in January and loaned back to Borussia Dortmund for the remainder of the 2018-19 season.

Following a 4-0 loss to Manchester United on the Premier League’s opening weekend, Chelsea will take on Liverpool in the UEFA Super Cup in Istanbul on Wednesday.

Overmars hoping for 'positive ending' to uncertainty over Real Madrid target Van de Beek

Ajax director of football Marc Overmars has expressed his hope that the club will enjoy a “positive resolution” to the transfer saga that has enveloped their star midfielder Donny van de Beek.

Van de Beek, 22, was one of the revelations of the European season in 2018-19 as, alongside fellow wonderkids Matthijs de Ligt and Frenkie de Jong, he helped Ajax mark a memorable campaign at home and in continental football. 

The Amsterdam side waltzed to Eredivisie glory while their fans were also enthralled by a memorable trip to the Champions League semi-finals, where they were minutes from booking their place in the decider before falling victim to a stirring comeback by Tottenham. 

Van de Beek has already seen his two younger team-mates leave the club in the current transfer window, to Juventus and Barcelona respectively. 

And the midfielder himself has reportedly attracted interest from Barca’s great rivals Real Madrid, who see the Netherlands international as an alternative in the transfer market should they fail to land Paul Pogba from Manchester United. 

While Overmars stopped short of ruling out an exit from the club, he did signal his belief that Van de Beek would be lining up for Ajax in 2019-20. 

“It won’t be long before there’s clarity. I’ve got high hopes that there will be a positive ending,” the former Arsenal and Barcelona winger explained to Ziggo Sport

“I want to have clarity before a certain date. It’s irrelevant what date that is, we know what it is… We’ve got that date and I think we have our house in order.”

It has been a busy transfer period for Ajax, with seven players leaving the club to date on permanent transfers and another six entering the club’s ranks. 

Standard Liege’s Romania midfielder Razvan Marin and young Argentina defender Lisandro Martinez are among the new faces that will be lining up for Ajax this season; but Overmars is not expecting others to join.

“The team’s there and we are not in the market for other players,” he added. 

“Yes, I expect Donny van de Beek to stay.”

Barcelona spokesman confirms Bayern Munich interest in Coutinho

After turning down the chance to join Tottenham on loan, Bavaria has now emerged as the latest possible destination for the unsettled playmaker

Bayern Munich remain interested in acquiring Philippe Coutinho in the current transfer window but no deal has yet been struck with Barcelona, a spokesman for the Catalans explained on Tuesday. 

Coutinho came to Camp Nou in January 2018 with the reputation as one of the world’s premier playmakers following his excellent spell at Liverpool. 

But the Brazilian has struggled to reproduce that form at Camp Nou, and was used as a bit-part player for most of the 2018-19 campaign as Barca took the Liga title and missed out on the Champions League thanks to a semi-final defeat at the hands of Coutinho’s former club. 

Coutinho, who this summer was key in his nation’s victorious Copa America campaign, was subsequently declared transferable in the current window, with several clubs already linked to his services. 

Among those are Bayern, who could swoop for the South American star after declining to take up their purchase option on Real Madrid’s James Rodriguez following a two-year loan spell. 

“There is interest from FC Bayern, but there is no agreement. That is all there is to say at the moment,” the Barca spokesman told Goal and Spox when consulted over reports linking Coutinho to Bavaria. 

The Bundesliga champions, however, are by no means the only club targeted by those in charge at Camp Nou as they look to cut their losses on Coutinho. 

Paris Saint-Germain too are in the running, with Barca preparing a blockbuster deal that would see the Brazilian move to Parc des Princes this summer. 

Club sources previously confirmed to Goal that Coutinho had been included in the offer prepared to take his compatriot Neymar back to Catalunya. 

As well as the playmaker, PSG would be set to receive roughly €100 million (£93m/$104m) in fees for their wantaway forward. 

Eric Abidal led a delegation of Barca representatives in travelling to the French capital, where they plan to meet with their PSG counterparts and smooth over relations following an acrimonious summer spat revolving around Neymar and his future. 

Earlier this August Coutinho had also been linked with Tottenham, who went as far as to file their own official bid for the midfielder’s services towards the end of the transfer window. 

A proposed loan deal that would have seen Spurs pay out between €20 million (£18m/$22m) and €30m (£28m/$34m) did not prosper due to the player’s reluctance to move to north London, while other potential suitors such as Liverpool and Arsenal failed to follow through with a formal approach.

“We do not know what will happen, but Philippe is a player who is with us,” Barca coach Ernesto Valverde told a news conference last Wednesday after Barca’s 2-1 friendly win over Napoli.

“He has not played but the plan we have with him is the same. We’ll see if he plays a few minutes on Saturday.

“But he is a player who is with us and we have him, of course. He is with us and we think he will continue with us.”

“I think it’s a good way to start the season if you can win a trophy and it’s more silverware for the club if you can do that.”

Liverpool edged out domestic rivals Tottenham to get their hands on the Champions League crown last season, with Mohamed Salah and Divock Origi finding the target in a 2-0 win.

More familiar foes now lie in wait at Vodafone Park in Istanbul, with Milner expecting a tough test from a Chelsea side working under the guidance of club legend Frank Lampard.

He added: “We know it’ll be a tough game and two good teams, early in the season which is never easy as well.

“Obviously there’s been a lot of players away from both teams in various tournaments in the summer, so it’s always a tough time of the season with players at different stages of their fitness and [having had] different [amounts of] time-off and things like that, but it’s the sort of game where everyone will click in straight away and be ready for it. 

“And at that level, no matter how long you’ve had off, just because of what a good game it’ll be to play in and it’s a chance to win silverware and there will be a great atmosphere as well. 

“It’s important to get a good start to the season and there’s nothing better than winning a game like that.”

Liverpool will have the greater momentum heading into a midweek clash with Chelsea, with the Reds having overcome Norwich 4-1 in their 2019-20 Premier League season opener while the Blues suffered a humbling 4-0 defeat away at Manchester United.

Monetary policy to remain prudent in H2

China’s monetary authority will maintain a prudent monetary policy in the second half of this year, although some external factors may add to economic growth pressure, according to the country’s central bank.

The growth pace of M2, a broad measure of money supply that covers cash in circulation and all deposits, slowed to 8.1 percent by the end of July, its lowest level since December 2018, data from the People’s Bank of China, the central bank, said on Monday.

New yuan-denominated loans stood at 1.06 trillion yuan ($150.06 billion) in July, down from 1.66 trillion yuan in June and 1.18 trillion yuan in May, falling short of analysts’ expectations, according to the official data.

Total social financing, which includes off-balance sheet forms of financing such as initial public offerings and loans from trust companies, fell to 1.01 trillion yuan in July, from 2.26 trillion yuan in June, the central bank reported.

All the fresh financial indicators have indicated a cautious policy stance by the central bank, without further monetary easing since the second half, said analysts.

In the latest quarterly issued monetary policy report, the central bank said it would keep its prudent monetary policy “neither too tight nor too loose” and make adjustments in a timely and moderate manner in the July-to-December period.

Measures will also be taken, to keep liquidity at a reasonable and ample level, as “counter-cyclical adjustments” to stabilize economic growth in the following months, it said.

China’s central bank didn’t follow some other central banks across the globe by lowering interest rates. Central banks in New Zealand, Thailand and India announced larger-than-expected interest rate cuts last week, following the US Federal Reserve’s rate-cut decision, getting prepared for a worsening global economic outlook.

For China, further monetary policy easing is not recommended as the actions already taken have been sufficient, are still being taking effect, and core inflation remains anchored, said a report from the International Monetary Fund released on Friday in Washington.

The most romantic transfer of the summer – Roma legend De Rossi set to make Boca Juniors debut

The World Cup winner has spurned the usual pre-retirement payday to pursue his dream of winning the Copa Libertadores with the Argentine giants

As a footballer approaches the end of his playing days, the last decision he must make is the stage he chooses for his final flourish. Some, like Francesco Totti or Ryan Giggs, remain faithful to the club which saw them grow from their very first days and bow out where it all began.

Others may choose to drop down a division in a bid to prolong their career a few more years. For South American greats, an emotional homecoming in the vein of Diego and Gabriel Milito, Carlos Tevez or Maxi Rodriguez might be on the cards. There is also the promise of a final huge payday in the shape of China or the Middle East, where the dip in quality is more than compensated by the astronomical wages on offer.

Few, however, choose to take the sort of leap into the dark that Daniele De Rossi opted for this summer. The Roma great and World Cup winner signed terms with Argentine giants Boca Juniors, spurning guaranteed millions to enter one of the most cut-throat, intense footballing nations on the planet.

It might be hard at times, submerged as we are in a sea of unscrupulous agents, contracts barely worth the paper on which they are written and slick commercial operations to find a shred of romance left in football. De Rossi, though, shows that there is still some magic and beauty in the game.

De Rossi’s adventure in Argentina begins on Tuesday in the most intriguing of fashions. The city of La Plata plays host to Boca’s Copa Argentina last-32 clash against second-tier Almagro, with the Italian set to line up against a group of veterans, young hopefuls and journeymen desperate to cause an upset.

His Superliga debut will probably follow on Sunday at the Bombonera against Aldosivi; with the stadium only open to home fans due to the six-year ban on visitors put in place because of endemic match-day violence between organised hooligan groups. Even that restriction is often not enough to avoid trouble, as Boca experienced first-hand last November when their coach was destroyed by missiles thrown by River Plate fans on their way to the Monumental, and River in turn back in 2015 during that infamous pepper spray attack inside the Bombonera suffered at the hands of a Xeneize supporter.

If that fact gives De Rossi a taste of the instability and difficulties faced in Argentina, another came on Monday: the local currency devalued by more than 25 per cent in a matter of hours and stock markets crashed over 30% on the back of nothing more than the result of the previous day’s primary presidential election.

Why, then, would De Rossi forego a quiet, lucrative stroll towards retirement in favour of waltzing merrily into the wolf’s lair? His relationship with Nicolas Burdisso, a former Roma team-mate and current Boca director of football, was logically key to pulling off this blockbuster transfer. But there was another, less tangible motive for the elegant midfielder, the chance to step where almost no European has ever dared to tread and conquer South America.

“Those who knew me best saw straight away that all roads inevitably were leading me to Boca,” the 36-year-old enthused in an interview with the club’s official website. “Even when I thought I might go elsewhere, in the end it was always Boca.

“Winning a big tournament here would truly be the crowning moment of my career, an incredible dream.”

Given a hero’s welcome upon his arrival in Buenos Aires at the end of July, De Rossi has wasted no time in settling in to his new environs. Obligatory trips to the city’s famous steakhouses and other local landmarks have been eagerly followed by the local press, while Boca fans were driven wild by his meeting with club legend Diego Maradona.

“The guy is a multimillionaire, he was earning €12 million a year at Roma and now he’s coming to our country, where people would kill for a pair of shoes,” Diego told La Red in his usual inimitable style after that chat.

“He said he came because he saw me in my box at a game when we played in the [Copa] Libertadores or against River Plate.”

The mention of River is far from coincidental to this story. Bruised and humiliated by 2018’s final defeat at the hands of their arch-rivals in the unlikely surroundings of Madrid, the pressure on Boca to win their first Libertadores since 2007 is higher than ever this time round.

As well as De Rossi the likes of Argentina international Eduardo Salvio and Venezuela prodigy Jan Hurtado joined in the off-season, as did Brighton’s Alexis MacCallister on loan. As fate would have it, victories for both Boca and River in their Copa quarters would set up yet another continental Superclasico, no less a matter of life and death for taking place in the last four.

When the Italian speaks of a “big tournament,” it is the Libertadores he has in mind. The lure and romance of the famous old trophy brought him halfway across the world to Buenos Aires and he does not plan on squandering the opportunity: “I am motivated by playing football and by the passion I feel when I play serious football. This is a club that will allow me to play at an excellent level, just as I like it.”

Tuesday’s clash against tiny Almagro represents the first chapter of what will be one of the most gripping football stories of 2019, as De Rossi looks to conquer the hearts of Boca’s famously raucous support and end their Copa drought once and for all. His transfer may not have caught the most headlines and it certainly does not rank among the most lucrative in this current window; but in terms of pure romantic appeal few will match it over the summer.
