Russia appeals to Europeans to heed US INF exit, warns of new arms race

UNITED NATIONS – Russia’s deputy UN envoy on Thursday appealed to European countries to heed the United States’ recent withdrawal from a Cold War arms control treaty and warned of a possible new arms race.

At a Security Council meeting, Dmitry Polyanskiy, Russia’s acting permanent representative to the United Nations, called on the Europeans to act to prevent the deployment of US intermediate-range missiles on their continent.

After exiting from the Intermediate-Range Nuclear Forces (INF) Treaty on Aug. 2, the United States recently conducted a flight test of a ground-launched cruise missile, which the treaty would have prohibited.

Recalling a failed push by Russia at the United Nations to support the INF Treaty last year, Polyanskiy said: “Are you (European member states) happy today that in December you preferred to press the red button? Do you really not understand that you are returning to a situation where missiles are targeting European cities from different sides?”

He warned that the demise of the INF Treaty would not just undermine parts of the Non-Proliferation of Nuclear Weapons, but would also lead to a new arms race.

Addressing the Europeans, he said, because of the US geopolitical ambitions, “we are all one step from an arms race that could not be controlled or regulated in any way.”

Meanwhile, the Russian envoy contrasted the military budget of his country to those of the United States and NATO, saying their military expenditure could have been contributing to sustainable development and helping people in developing countries.

Returning to arms control, Polyanskiy expressed his hope that “common sense and an instinct of self-defense” will “win out among our western partners,” stressing “what’s at stake here is the very existence of humanity.”

Thursday’s meeting focused on the recent intermediate-range cruise missile test conducted by the United States. The meeting was requested by China and Russia, citing the destabilizing effects of the test.

On Wednesday, Russian President Vladimir Putin had expressed similar concerns at a press conference following talks in Helsinki with his Finnish counterpart Sauli Niinisto.

“We are disappointed with what we see,” Putin said, referring to the US cruise missile test.

“Launches of this missile can be carried out from (launch) systems already located in Romania and Poland. All you have to do is change the software. And I don’t think our American partners will inform even the European Union about this,” Putin said.

The US move “aggravates the global security situation in general and in Europe in particular,” he said.

“We certainly need a dialogue on these issues … We have already made proposals to start this dialogue. We are ready to discuss this object with the Europeans, with the Americans,” he added.

The US Department of Defense confirmed on Monday that it had conducted a flight test of a ground-launched cruise missile, which hit its intended target after traveling for more than 500 kilometers.

This marked the first time the United States conducted an intermediate-range cruise missile test after formally withdrawing from the INF Treaty.

The United States and former Soviet Union signed the INF Treaty in 1987 and ratified it the following year.

The treaty prohibited possessing, development and testing of ground-launched missiles with a range of 500 to 5,500 kilometers.

Moscow and Washington had accused each other of violating the agreement in recent years amid increasing tensions.

In early February, the United States announced that it would suspend its treaty obligations and withdraw from the INF Treaty in six months if Russia failed to adhere to treaty provisions.

In response, Russian President Vladimir Putin decided to suspend Russia’s participation in the INF Treaty in February.

Trump reverses stance on tax cut, cites ‘strong economy’

On Monday it was off. On Tuesday it was on. And now it’s off again.

US President Trump on Wednesday reversed himself and said he isn’t looking at a cut in the payroll tax or looking to reduce capital-gains taxes by indexing gains to inflation.

“I’m not looking at a tax cut now,” he said in comments to reporters on the South Lawn of the White House. “We don’t need it. We have a strong economy.”

But later Wednesday, the Federal Reserve released minutes of its July 30-31 meeting and members expressed concern about future growth and the US-China trade dispute.

The consequences of tariffs that Trump has imposed against China and other countries were singled out Wednesday in a new report from the nonpartisan Congressional Budget Office. It said that tariffs are projected to shrink gross domestic product by 2020 and warned that further tariff hikes could stifle economic growth.

CBO said tariffs were boosting domestic prices, reducing consumers’ purchasing power and boosting the cost of business investment. Real income for the average US household was also expected to drop by 0.4 percent, it said.

According to the Federal Reserve’s minutes, while officials saw US economic growth now as generally solid, members said tariffs and generally slower economic conditions combined “could have significant negative effects on the US economy” while a softness in business investment was “pointing to the possibility of a more substantial slowing in economic growth than the staff projected”.

“Participants generally judged that the risks associated with trade uncertainty would remain a persistent headwind for the outlook, with a number of participants reporting that their business contacts were making decisions based on their view that uncertainties around trade were not likely to dissipate anytime soon,” the minutes said.

The minutes also show Fed officials were divided when they voted to cut interest rates for the first time in a decade in late July, lowering borrowing costs by a quarter of a percentage point to a target range of 2 percent to 2.5 percent.

“Several” members wanted to hold rates steady, the minutes showed, noting a strong job market and low unemployment, while “a couple” of participants at the meeting would have preferred a larger half-point cut. Two Fed officials voted against the decision to cut.

Before the Fed released the minutes, Trump again criticized Chairman Jerome Powell for hiking interest rates in 2017 and 2018 and compared him to a “golfer who can’t putt, has no touch”.

Trump tweeted:

“Doing great with China and other Trade Deals. The only problem we have is Jay Powell and the Fed. He’s like a golfer who can’t putt, has no touch. Big U.S. growth if he does the right thing, BIG CUT – but don’t count on him! So far he has called it wrong, and only let us down….”

A possible payroll-tax cut first came up on Monday when a White House official denied that the administration would consider it. By Tuesday, Trump said he was “thinking about” cutting the tax — though he stressed that “whether or not we do something now, it’s not being done because of a recession”. Trump also said he was “thinking about” indexing capital gains to inflation — a move that would generally reduce the tax burden on wealthy people.

On Wednesday, when Trump reversed himself on a payroll-tax cut, he also criticized a change in capital gains, saying “it’s not something I love”.

“It’s probably better for the high-income people, and I’m not looking to do that. I want to do for the workers,” the president said.

Payroll taxes fund Medicare and Social Security, and a reduction would boost workers’ take-home pay. But payroll and capital gains tax cuts would raise the federal budget deficit further.

On the federal deficit, the CBO report said it is expected to swell to higher levels over the next decade than previously expected. The deficit is projected to reach more than $1 trillion for the 2020 fiscal year, two years sooner than previously predicted. The new deficit projection for 2019 rose $63 billion from the last report, which came out in May. The CBO said this is mainly because of the massive new budget deal, which passed both houses of Congress and was signed by Trump in early August.

Boutique bookstores lead retail resurgence

Smaller, more specialized brick-and-mortar outlets are helping to boost sales for China’s bookselling industry, Zhang Kun reports.

The flagship store of Duoyun Books was arguably the most popular among the bevy of supporting venues of the recently concluded Aug 14-20 Shanghai Book Fair, drawing hordes of visitors, many of whom waited for hours outside the store.

Located on the 52nd story of Shanghai Tower, the tallest building in the country, the bookstore was one of more than 100 locations in the city that held special events related to the annual fair, such as book signings, workshops and talks by authors. Five lectures and book readings were held at Duoyun Books during the fair. The bookstore only recently opened on Aug 12.

Salewa Rockshow Final 2013: praticamente perfetta

La quinta edizione del Salewa Rockshow 2013 si è chiusa con un grande evento. Giovani arrampicatori provenienti da otto diversi paesi si sono affrontati in un avvinciente testa a testa nella grande finale del 18 luglio presso il Salewa Cube a Bolzano.

La quinta edizione del Salewa Rockshow si è chiusa con un grande evento. Giovani arrampicatori provenienti da otto diversi paesi si sono affrontati in un avvinciente testa a testa nella grande finale del 18 luglio presso il Salewa Cube a Bolzano.

Un folto pubblico ha seguito le emozionanti esibizioni in parete dei promettenti climber e apprezzato il barbecue e la musica dal vivo che hanno animato la giornata in un’atmosfera divertete e amichevole. La serata ha offerto un ricco calendario di eventi collaterali nell’affollato spazio verde di fronte al Salewa Cube – Mini-boulder, tentativo di attraversare una Mini Cooper da portiera a portiera solo con la forza delle proprio corpo…come nel boulder appunto – slackline, il tutto animato dalle chiacchiere di una attiva comunità internazionale di arrampicata.

Il gruppo di climber selezionati durante i diversi circuiti nazionali di Rockshow hanno mostrato quello che sapevano fare in parete, e hanno scosso le mura del Salewa Cube con la loro ambizione, abilità e spirito di squadra. Alla fine, sono stati i due giovani atleti provenienti dalla Corea del Sud ad aggiudicarsi il titolo di “Climber of the Tour”: Jongwon Chon e Solah Kim. La giuria, composta tra gli altri anche dagli atleti del Salewa alpineXtream Team Roger Schäli e Rustam Gelmanov, è rimasta impressionata dalla prestazione eccezionale dei due giovani climber nel corso della serata. Sul podio femminile si sono aggiudicate il secondo e terzo posto rispettivamente la tredicenne italiana Matilda e Gabriela, 22 anni dalla Repubblica Ceca. Medaglia d’argento fra gli uomini per Jakub, altro ceco di 31 anni e la quindicenne austriaca Johannes. Tutti hanno mostrato capacità fuori dal comune e hanno regalato al pubblico presente un grande spettacolo.

I vincitori si sono aggiudicati non solo il titolo di “Climber of the Tour”, ma anche una settimana in una straordinaria destinazione di arrampicata: Jongwon Chon e Solah Kim potranno infatti allenarsi e divertirsi sulle pareti dell’isola di Ko Phi Phi in Thailandia.

Hazel Findlay, E9 per la seconda volta

La climber inglese Hazel Findlay ha ripetuto la sua seconda via di arrampicata gradata E9, Chicama a Treaddur Bay, Holyhead, Galles.

La notizia è sorprendente: a fine marzo la giovane climber inglese Hazel Findlay ha ripetuto Chicama, sull’isola di Holyhead nel Galles del Nord, portando a due il suo bottino di vie trad gradate E9 (dopo essere diventata la prima donna a salire un E9, nell’estate 2011, con la ripetizione di Once Upon a Time in the South West a Dyer’s Lookout, nella contea di Devon).

Chicama è una via strapiombante su roccia friabile, liberata nel 2003 da Tim Emmett e, fino alla salita di Findlay, mai ripetuta. All’epoca della prima salita Emmett aveva protetto la via con nuts e friends ed una manciata di chiodi normali, visto che gli spit non erano ben visti sulle scogliere britanniche. In questi dieci anni i chiodi erano peggiorati notevolmente e Findlay li ha sostituiti posizionandone di nuovi esattamente nei medesimi punti, aggiungendone uno in più dove non era in grado di rimuiovere il chiodo originale. Findlay ha poi iniziato a provare i movimenti (impresa difficile visto lo strapiombo e la vicinanza al mare) ripetendo poi la via al primo tentativo.

Chicama, se paragonata ad una via di arrampicata sportiva, sarebbe un meritato 8a+. È chiaro che posizionare l’attrezzatura trad durante l’ascesa e salire su questa roccia friabile rendono il grado di difficoltà differente. Ecco quindi il “sacrosanto” E9…un grado che, nonostante il livello nell’arrampicata sportiva sia aumentato a dismisura, Dave Macleod nel 2009 definì come  “un incredible performance di abilità arrampicatoria…ed una realizzazione al livello mondiale.”

Le abbiamo chiesto di descriverci questi due E9 e questa è stata la sua risposta: “Sono due vie completamente diverse. Once Upon a Time in the South West è una placca, Chicama invece un grande strapiombo. Once è tecnicamente più difficile e c’è un passaggio molto più impegnativo. È anche un grande viaggio di 50 metri e trenta tra nuts e friends da posizionare. Inoltre, per qualche ragione, la parete fa abbastanza paura! È immensa e dal basso sembra completamente liscia. Chicama, invece, è alta solamente 20/25 metri, ma quando sei in parete sembra più lunga poichè strapiombante. Attraversa prima verso sinistra e poi a destra su roccia un pò friabile, spesso umida e scivolosa. Forse preoccupa di più Chicama, visto che è più corta e le possibilità di cadere a terra sono più alte.”

7° raduno Dolomia 2013

Il resoconto inviatoci da Manfred Stuffer del 7° raduno Dolomia 2013, il meeting che si è svolto il 12 e 13 gennaio in Val Gardena che ha riuniti gli alpinisti appartenenti ai vari gruppi alpinistici delle Dolomiti.

Ai piedi del maestoso Sassolungo, sulle montagne innevate della Val Gardena, il 12 e 13 gennaio si è svolta "Dolomia 2013". Al settimo raduno alpinistico delle Dolomiti si sono incontrati oltre 90 alpinisti rappresentanti i Gruppi "Catores" della Val Gardena, "Scoiattoli" di Cortina, "Caprioli" di San Vito di Cadore, "Aquile" di San Martino, "Ciamorces" della Val di Fassa, "Croderes" della Val Badia e "Ragni" di Pieve di Cadore.

L’idea di radunare alpinisti di tutte le valli dolomitiche per discutere sullo sviluppo dell’alpinismo in generale, per rinforzare gli stimoli etici-alpinistici, per azzardare previsioni sul futuro e sulla sostenibilità delle attività alpinistiche sulle nostre montagne, nacque nel 2006. All’epoca, il primo raduno ebbe luogo a San Martino di Castrozza.

L’edizione di quest’anno è stata organizzata dai "Catores" gardenesi. Il primo giorno, il sabato, si è svolto all’insegna dell’arrampicata sul ghiaccio. I partecipanti hanno scalato, con ottime condizioni del ghiaccio, le più belle cascate al Sassolungo, in Vallunga e sulla Bullacia. Tema di discussione durante la giornata sono state le novità in materia di sicurezza e di progressione su ghiaccio. Per un approfondimento tecnico la ditta Black Diamond ha messo a disposizione un gran numero di attrezzi e piccozze da provare sul campo.

In serata si è dunque svolto il raduno ufficiale nella casa di cultura "Luis Trenker" a Ortisei, dove è stato fatto il resoconto della giornata e si è cercato di fare una valutazione globale sui trend di sviluppo dell’alpinismo su ghiaccio. Erano presenti anche Ewald Moroder, sindaco di Ortisei, Tullio Mussner, presidente del club alpino "Lia da Mont" della Val Gardena e Christina Demetz e Günther Pitscheider, rispettivamente presidente e direttore di Val Gardena Marketing.

L’attività di "Dolomia 2013" è continuata il secondo giorno con lo scialpinismo. Nonostante un debole nevischio, protrattosi per tutta la giornata, i rappresentanti dei gruppi d’elite alpinistici più noti delle Dolomiti hanno esplorato le zone più remote del Parco Naturale Puez-Odle. Per l’occasione sono stati testati i nuovi sci del marchio Elan. Argomento di discussione durante la giornata sono stati ancora la sicurezza sulla neve incontaminata e  gli effetti "collaterali" del fenomeno di massa "scialpinismo" su e fuori dalle piste da sci.

L’evento si è concluso con un pranzo collettivo in Val d’Anna, dove gli organizzatori, felici per  la buona riuscita della manifestazione, hanno voluto ancora una volta sottolineare l’importanza dell’unione delle forze per favorire uno sviluppo positivo dell’alpinismo.

Il soccorso alpino gardenese "Catores", con a capo Adam Holzknecht, ringrazia Val Gardena Marketing, www.dolomitesalpine.it, Funivie Seceda e il Comune di Ortisei per il supporto economico. La prossima edizione di "Dolomia" si svolgerà nel 2014 a San Martino di Castrozza.

Alexander-Arnold: Liverpool prepared for attack-minded Arsenal at Anfield

Six goals were scored when the Reds last entertained the Gunners and the England full-back expects more of the same this weekend

Trent Alexander-Arnold has vowed Liverpool will be ready for an open and attacking match when unbeaten Arsenal travel to Anfield on Saturday.

Jurgen Klopp’s side face a tough test against the only team other than themselves to have won their opening two Premier League fixtures.

 

The Gunners have picked up narrow wins over Newcastle and Burnley, while Liverpool have seen off Norwich and Southampton.

The Reds triumphed 5-1 in their last meeting on Merseyside but Arsenal look a different prospect this season and could start with a front three of Pierre-Emerick Aubameyang, Alexandre Lacazette and Nicolas Pepe.

That spells danger for a Liverpool defence which has yet to keep a clean sheet this term, with an Adrian error having opened the door to Southampton in last weekend’s awkward 2-1 win at St Mary’s.

“It was tough for us but we got through that so we’re showing once again this season that we’re mentally resilient and we can win different types of football games,” Alexander-Arnold told Liverpool’s official website.

“I think Saturday is going to be a different kind of test to the one we faced last week so we’re preparing for that.

“We did well against them last year, especially at home, and we’ll be looking to do the same kind of thing.”

Liverpool fell behind in their home meeting with the Gunners in December before Roberto Firmino sparked a remarkable recovery, scoring three times in the convincing victory.

A feast of goals is expected again in a fixture which has produced an average of at least three goals per game over the last decade.

“I think over the last few seasons, especially at Anfield, we’ve always had high-scoring games [against Arsenal],” Alexander-Arnold said.

“That’s the way both teams play, in an attacking style of football, so I’m sure both teams will want to win the game and it’ll be tough for both sides.”

'You haven't left yet and I miss you already' – Iniesta pens emotional farewell message to retiring Torres

The striker will go head to head with his former Spain team-mate in the last game of his career with old strike partner David Villa also in opposition

Andres Iniesta has penned an emotional farewell message to long-term international team-mate Fernando Torres, who is playing the final match of his professional career on Friday.

The 35-year-old, now at Japanese side Sagan Tosu, will come up against a Vissel Kobe team featuring Iniesta and old strike partner David Villa in the final game of an 18-year career which has seen him lift the World Cup, European Championship, Champions League and Europa League.

With only two months between their birthdays, Torres and Iniesta had played together for Spain since youth level, and it was the former who found Cesc Fabregas to play in Iniesta for the winning goal in the 2010 World Cup final.

In a letter published in El Mundo, Iniesta wrote: “It’s very strange, I’d say beautifully strange. Here we both are, about to play your last game as a professional.

“I still have some left. Here we are, on the other side of the world. It’s as if life, funny as she is, had brought us all the way to Japan to say goodbye.

“Football brought us together more than 20 years ago, when we were children. Well, you will always be El Nino. And it will never separate us. We met when we had utopian dreams. That goal you scored us at the U16 European Championship with the national team in England.

“I’ll never forget the gesture you made to dedicate that goal to me. I saw it on TV because I had to go home with an injury.”

After making his professional debut for Atletico Madrid in 2001, Torres went on to represent Liverpool, Chelsea, AC Milan and Sagan Tosu, as well as making more than 100 appearances for Spain.

With more than 250 club career goals to his name, he will be hoping to sign off in style in what is a significant match in the J-League season. Sagan Tosu sit 16th, in the relegation play-off position, with Vissel Kobe just one place and two points above them.

Ahead of the match, Iniesta also recalled a gesture made by Torres when the pair were young: the striker wrote “Someday, you and I will win the World Cup together” on a Spain shirt after flopping at the Under-17 World Cup in Trinidad and Tobago.

The midfielder continued: “We began away from spotlights and cameras until we came to share thousands of experiences before winning a World Cup for our country.

“When we meet in Spain, I’ll show you that shirt, that treasure that nobody else discovered. Although, it is true, there is no greater treasure than your friendship, Fernando.

“It’s been a wonderful journey. It has taken us to every corner of the world. And look where we are today. In Tosu, you and I playing a football match. One more. But it’s not just another one, it’s your last game, who knew?

“You face David Villa and I. Then you’ll go home. Yours are waiting for you, although you have to know that the ball will be sadder today than yesterday.

“Enjoy everything that comes to you now and be happy. But how strange, Fernando. You haven’t left yet and I miss you already.”

Ronaldo helping me improve at Juventus – Rabiot

The former PSG man praised his team-mate ahead of Saturday’s Serie A opener against Parma

Adrien Rabiot said Cristiano Ronaldo is helping him improve at the Serie A champions as he hailed the Juventus superstar’s influence.

Rabiot is preparing for Saturday’s league debut with Juventus against Parma after joining from Ligue 1 holders Paris Saint-Germain on a free transfer.

Having settled in Turin, French midfielder Rabiot praised Juve team-mate and five-time Ballon d’Or winner Ronaldo.

“I played a lot this summer, because I needed to adapt to the team,” Rabiot told Sky Sport 24.

“I’m managing to create an excellent affinity with Cristiano Ronaldo, because he also plays on the left. Training with him allows me to improve myself a lot and his presence is very good for the group.”

“Turin is different from Paris. It’s smaller, but it’s a beautiful city,” he added. “I am finding myself at ease and I managed to adapt well, which is very important for what I can then give on the field.

“Personally, I can’t wait to start this adventure. I feel fit, we have worked a lot this summer, but we are ready for this appointment.

“With Parma it will be difficult, because we are the team to beat, and everyone will always give their best against us, but we are confident.”

New head coach Maurizio Sarri will not be on the Juventus bench for their opening two Serie A games as he recovers from pneumonia.

Sarri, who arrived from Chelsea in the off-season, will miss Saturday’s trip to Parma as well as the home match against former side Napoli on August 31.

“The coach made an excellent impression on me,” said Rabiot. “He has a precise game philosophy and knows exactly how we must play, both in the offensive and defensive phases.

“We have already absorbed his concepts and we are working well with his staff.”

Juventus will be going for their ninth consecutive Serie A title this term, and Rabiot will be one of a handful of new additions looking to help the Bianconeri achieve the feat.

In addition to the France international, Juve have also added Matthijs de Ligt, Aaron Ramsey and Merih Demiral, as well as Luca Pellegrini and Cristian Romero, who are both on loan at Genoa. 

The last team other than Juve who won the Serie A title was AC Milan, who lifted the trophy in 2010-11.
